The USPFO for NY is soliciting Requests for Proposals (RFP's) for multiple award, maintainence, repair and construction service contracts. The Contract Period will be one (1) base year, with up to four (4) one year options which shall be exercised at the discretion of the Government as per FAR 52.719-9. Multiple Awards will be made. Task Orders will be issued to TOC Contractors based on low, competitive price, or a combination of price and other factors (Best Value Judgements) in accordance with FAR 16.106. Task Orders shall not exceed a cumulative amount of $10,000,000 over the five year period. Individual Task Orders will not exceed $500,000 inclusive of modifications and change orders. Source Selection procedures in accordance with DFARS part 216.605 will be utilized for the basic TOC. Signifigant evaluation criteria in descending order of importance are: 1. Past Performance, with an emphasis on company experience, projects completed, and letters of reccomendation. 2. Project Management with an emphasis on Management/Support Staff and Quality Control Plan. 3. Financial Capability with an empahsis on Capability to Perform and Bonding Capacity. 4. Company location is relation to the work site. 5. Price proposal on the Pprototypical Project in relation the the Government Estimate. All requests for RFP packages must be submitted in writing, no telephonic request will be accepted. All responsible small business concerns may submit a proposal which shall be considered. The anticipated issue date of the RFP is on or about 14 June, 1999. The response date will be on or around 17 July, 1999. However, if the RFP is not available until after 14 June 1999, the response date shall be 30 days after the issue date of the RFP. This solicitation is restricted 100% to small business concerns.
