synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation N65236-99-R-0543 is
issued as a request for quotation (RFQ). The Solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisitions Circular 97-11. This is a 100 percent Small
Business set-aside. The Standard Industry Code is 3577 and the size
standard is 1,000 employees. SPAWAR System Center Charleston has a
requirement for FORTEZZA cards. A Firm Fixed Price Indefinite Delivery,
Indefinite Quantity (IDIQ) contract is contemplated with a base period
quantities of 16,000 to 30,000 cards and options for up to 30,000
cards per year to be exercised over four years. The National Security
Agency (NSA) certifies crypto cards as FORTEZZA cards. No other cards
will be considered. FORTEZZA cards are based on the Personal Computer
Memory Card International Association (PCMCA) industry standard package
and provide writer-to-reader security for local area networks (LANs).
This procurement will buy FORTEZZA cards with a minimum essential
requirement of encryption and decryption of data, defined to be a
30,000 byte block size, with performance at a rate of 2 Megabytes per
second or faster. The FORTEZZA cards shall conform to PCMCIA Spec 2.1
for type II cards, shall be tamper-evident with processor speed of 10
or 20 MHz, Volatile Storage of 128KB of static RAM, Non-Volatile
Storage -- options of 128KB or 512KB of EEPROM, Power supply
Requirements of 5v plus or minus 5%, Power consumption of less than 1
watt average, Lithium cell battery with greater than seven years
lifespan, Real Time Clock. CRYPTOGRAPHIC FUNCTIONS: Encryption and
decryption -- SKIPJACK standard, Generate and Load Initialization
Vectors, and generate Random Numbers, Initialize, Hash and Get Hash
SHA-1 secure hash standard algorithm, Sign and verify Signatures NIST
DSA digital standard algorithm, Get and Set Time, Timestamp and verify
Timestamp -- NSA standard, Save and Restore Hash, Encryption, and
Decryption cryptographic states, Load, List, Retrieve, and Delete
certificates, Generate, Use and Delete encryption keys, Generate and
Load Public/Private keys -- KEA and DSA standard, Wrap and Unwrap keys
-- SKIPJACK standard. CARD MANAGEMENT FUCTIONS: Get Card
Configuration, Status, and Cryptographic State, Check and Change User
and site Security Officer (SSO) Personal identification Numbers (PINs),
Automatic card zeroization after 10 SSO PIN logon failures, Automatic
User lockout after 10 Use PIN logon failures, Initialize, Reset and
Zeroize the card. SYSTEM PLATFORMS: PC-DOS, WINDOWS, SCO ODT and
SECUREWARE, APPLE-MACINTOSH, UNIX-HP/UX, SGI IRIX, IBM AIX, SUN OS and
SOLARIS. Evaluation will be based on price and past performance. Past
performance will be pass/fail. Award isto be made on a low price to a
firm with acceptable past performance. The offerors shall include in
the offer the following information on no more than three contracts for
FORTEZZA cards; contract number, number of cards, name and address of
the purchaser, point of contact's name, phone number and email address.
The government will assess past performance in the areas of quality of
product, conformance to schedule, business relations and commitment to
small business, HUBZone small business, small disadvantaged business
and women owned small business subcontracting. The offeror shall
address the following past performance questions for each contract:
Were there any quality issues with your product during the course of
the contract? Were the items delivered in accordance with the delivery
schedule? Were subcontractors utilized? Were there any problems
encountered with subcontractor performance? Did the contract require a
small, HUBZone small, small disadvantaged business and women owned
small business subcontracting plan? Were the goals met or exceeded? The
provisions at FAR clause 52.212-1, Instructions to Offerors-Commercial,
52.212-4 Contract Terms and Conditions-Commercial Items and 52-212-5
Contract Terms and conditions Required to implement Statutes or
Executive Orders apply to this acquisition. Offerors shall include a
completed copy of the provisions at 52.212-3 Offeror Representations
and Certifications-Commercial Items with their offers. Offers are due
