authority of FAR 6.302-1 in accordance with 41 USC 253(c)1, the
Government intends to award a firm fixed price contract on a sole
source basis with Precision Business Systems, 9201 E Bloomington Frwy
Ste L, Bloomington, Minnesota 55420. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. Solicitation RFQ 656-27-99 is issued as a Request
for quotation. SIC CODE 3577 applies and the small business size is
1000 employees. The vendor is to furnish and install the necessary
equipment to upgrade the present Sudbury RTAS 8000 Central Dictation
System to be compatible with Windows NT and to be Year 2000 compliant
(Y2K). Upgrade to include replacing the DEC CPU, memory, disk
controller and disk drives with upgraded equipment. The SSI proprietary
audio controller card, audio port cards, multi-board backplane and
power supply will remain in present system. All existing software,
listing data, etc. will be transferred to the discs resident in the
furnished server. The server is to contain no less than two 9GMB disk
drives which are to be configured for RAID Level I (mirrored disk
drives) which will provide 200 fully redundant hours. A remote
assistant card is to be installed which allows technicians to check
server hardware voltages, temperature and fan status, perform a server
reboot, redirect the console to a remote PC for service purposed, view
server system event and POST logs, view and edit RTAS application
codes, etc. A serial communication card and modem remain in the RTAS
audio subsystem to provide a redundant communication channel. The
server is to include no less than a Pentium II, 400 MHz processor, 64MB
RAM, Intel Pro100+ Ethernet NIC, RAC with 56K modem, 15" monitor,
keyboard, mouse, CD ROM drive 14/32X, 3.5" 1.4MB floppy drive. The
EasyTrack management system is to be placed on the upgraded RTAS NT
System when it is available and training is to be provided. The
upgraded system must include the capability of being expanded up to 64
total audio ports (16 -- 4 port cards) with up to an additional 450
mirrored record hours. If the present audio is not moved, new prompts
for both existing partitions need to be completed. Training to be
provided for the person recording the prompts. All replaced parts
become the property of Sudbury Systems Inc. The installation of this
system is to take place over a weekend. Estimated delivery,
installation and training to be completed within twelve weeks after

This solicitation and the provisions and clauses incorporated herein

cited and justification is made based on the determination that the
Government's minimum needs can best be met by one source. Sole source
negotiations will be conducted with Precision Business Systems/Sudbury;
however, all responsible sources who can provide items as listed above
may respond by submitting a proposal furnishing detailed data and
information concerning their capabilities to provide these items.
