202-401-3538 The United States Department of Education(ED) is issuing
this amendment to provide all Offerors with additional information
pertinent to the contract award for the Design of Comprehensive School
Reform Models. This amendment does not change the closing date of the
Broad Agency Announcement. Offerors invited to submit a complete
proposal should attend a bidder's conference on or about June 2, 1999
in Washington, D.C. The exact location of the conference will be
specified in the Department of Education's invitation for a complete
proposal. In the invitation for the full proposal, ED will specify, and
provide standards for, proposal format and content. The full proposal
shall include and offeror-developed Statement of Work(SOW), a Summary
chart specifying each proposed staff member's(by name) commitment to
each task and subtask by project year, a schedule of deliverables, past
performance information, and a cost Proposal. ED will evaluate all full
proposals against the following technical evaluation criteria: 1)
Qualifications and appropriateness of the composition of the team
proposing to carry out the proposed efforts. Maximum points: 40. 2)
Quality of the proposed design, design implementation strategy, and
strategy for building scaling up capabilities, together with its
supporting justification. Maximum points: 30. 3) Quality and promise of
the research and evaluation plan. Maximum points: 20 4)Capacity of
offeror and quality of the management plan. Maximum points: 10. All
Offerors of full proposals are required to certify that offers made are
