Standards and Technology (NIST) intends to enter into a sole source
contract with the Texas A&M Research Foundation under the statutory
authority of 41 USC 253(c)(1) -- Only one responsible source. This
acquisition is for the update of the NIST Standard Reference Database
46 -- NIST Critically Selected Stability Constants of Metal Complexes
Database, which shall include the search, evaluation, and addition of
new stability constant data to the Database. The data includes
non-critical and critical compilations of stability constants. The
database will be modified and tuned as necessary to optimize data
search, presentation, and printing of hard copy including upgrading to
Windows as the primary platform. The completed database will include
over 80,000 critically evaluated constants together with conditions of
equilibrium measurements for each metal ligand complex and protonated
species in aqueous solution found in the literature through 2000. In
addition to the stability constant data, the database will provide the
chemical and structural formulas for each ligand, the measured
critical thermodynamic constants, the experimental conditions of
temperature and ionic strength, the equilibria involved for the
constants together with the literature citations which will be used in
the critical compilation, as well as those discarded as not measuring
up to the criteria for critical selection. Texas A&M Research
Foundation is uniquely qualified to perform these tasks because they
originally collected and selected the data for this database and
developed the program. The Government anticipates the award of a
firm-fixed price contract. The period of performance for this
requirement is a base year with one option year. This notice of intent
is not a request for competitive proposals. Written responses to this
synopsis shall contain sufficient documentation to establish a
bonafide capability to fulfill the requirement. A solicitation is not
