Norfolk Detachment Philadelphia intends to acquire, on a full and open
competitive basis, a Crash Alarm Alerting/Conferencing System for the
Naval Air Station JRB Ft. Worth, TX. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Part 12.6, and the special simplified acquisition
procedures for the acquisition of services as set forth in FAR Part
13.5. This announcement constitutes the only solicitation; quotations
are being requested and a written solicitation will not be issued. This
is a request for quotation under solicitation number N00140-99-Q-2984.
A firm fixed price contract will be issued. The solicitation standard
industrial classification code of 3661 and small business size
standard of 1000 employees. CLIN 0001 PURCHASE AND INSTALLATION OF A
CRASH The combined solicitation/synopsis provided by Submission No.
331560. dated 14 May 1999, is hereby deleted and replaced with the
combined solicitation/synopsis provided herein. It is noted that the
only change made is the date established within the description for
receipt of quotations. The date is corrected to read 20 May 1999 vice
1 April 1999. ALARM ALERT/CONFERENCING SYSTEM FOR NAS JRB FT. WORTH,
TX. STATEMENT OF WORK 1. DESCRIPTION -- The Crash Alarm
Alerting/Conferencing System shall be multi-station ringdown telephone
system designed for teleconferencing a group of individuals requiring
critical information immediately. In emergency applications, the
system shall be capable of alerting in-house firefighters, medical
personnel, paramedics, or airport emergency crews. The system shall be
capable for use in conducting staff meetings, maintaining security,
and contacting dispatchers. During system activation, all phones
assigned to a network shall ring at a distinctive rate to alert users
that an alert or conference has begun. Upon answering the call, the
user shall be automatically connected to the network. The system shall
be capable of connecting to user PBX or the telephone company
providing service. If during normal calls the system is activated, the
system shall have the capability of overriding the call or sending a
signal to alert the individual of a call waiting. The system shall also
be able to operate independently as a stand alone. 2. EQUIPMENT The
system shall consist of the following: a) Three (3) separate
independent sections (Primary/Secondary/Operations); b) A minimum of
one master station and 10 remote stations per section with room for
expansion; c) Automatic or manual operation of the system; d) Operator
notification of system problems; e) Automatic system termination if
station is not answered; f) Rack mountable in 23 inch rack. The
Evaluation Procedures for this requirement are as such: The Government
intends to make a single award to the eligible, responsible offeror
whose total offer on all items is the lowest priced. Offerors are
advised to include a completed copy of the provision at 52.212-3,
Offeror Representations and Certifications -- Commercial Items,with its
offer. The following provisions and clauses are applicable to this
requirement: 52.212-1, Instructions to Offerors -- Commercial,
52.212-4, Contract Terms and Conditions -- Commercial Items, and
52.212-5, Contract Terms and Conditions Required To Implement Statutes
or Executive Orders -- Commercial Items, including these additional
FAR clauses: (b)(11), (12); (c)(1), (4). The following DFARS provisions
and contract clauses apply to this solicitation and are incorporated by
reference: 252.212-7000, Offeror Representations and
Certifications-Commercial Items, offerors are advised to include a
completed copy of this provision with its offer; 252.212-7001, Contract
Terms and Conditions Required to Implement Statutes or Executive Orders
Applicable to Defense Acquisitions of Commercial Items; 252.204-7004,
Required Central Contractor Registration. Written order will contain
the following information consistent with the terms of the contract:
(a) Date of order. (b) Contract number and order number. (c) Item
number and description, quantity ordered, unit price and contract
price. (d) Delivery date. (e) Place of delivery or performing. (f)
Packaging and shipping instructions, if required. (g) Accounting and
appropriation data. (h) Any other pertinent information. Quotations
