(GSFC) plans to issue a Request for Proposal (RFP), on a sole source
basis in accordance with 10 U.S.C 2304(c)(1), Only One Responsible
Source. NASA/GSFC plans to obtain mission services from AlliedSignal
Technical Services Corporation (ATSC), 1 Bendix Road, Columbia,
Maryland, 21045-1897, to their current contract NAS5-32340. The
extension supports maintenance and operation of NASA's Laser Ranging
and Very Long Baseline Interferometry Stations while a new contract is
under competition. This second extension is for 3 months (June 30,
1999 through September 30, 1999) with a single option for one
additional month of support (October 1, 1999 to October 31, 1999).
These services are a continuation of the scientific and engineering
mission operations support for the NASA Satellite Laser Ranging (SLR)
and Very Long Baseline Interferometry (VLBI) programs while a
competition is conducted for the follow-on effort. This support
includes, but is not limited to, the management, operations,
engineering and maintenance of eight SLR and two VLBI systems. The SLR
sites supported by this effort are in Monument Peak, California;
Greenbelt, Maryland; Maui, Hawaii; Fort Davis, Texas; Arequipa, Peru;
Tahiti, French Polynesia; South Africa and India. The two NASA VLBI
sites operated by the contractor are located in Kauai, Hawaii and
Greenbelt, Maryland. These SLR and VLBI sites provide daily data to the
Crustal Dynamics Data Information System (CDDIS) which is made
available to space geodetic scientific investigators world wide. Award
to any other source for this 3 to 4 month period would caused
unacceptable delay to the acquisition of satellite tracking data and
acquisition data for orbit determination and jeopardize the tracking
requirements for satellite missions and campaigns. If the performance
is not continuous, it will affect numerous reciprocal international
agreements. Some of the current missions which would be impacted are
GEOSAT Follow-On 1, LAGEOS-1 and -2, Etalon-1 and -2, ERS-1, GFZ-1,
Stella, and Starlette as well as new upcoming satellites launches
totally dependent on SLR tracking for orbit determination. This three
to four month extension is required to ensure continuation of support
until the follow-on competitive procurement is awarded. The acquisition
has been synopsized and will be procured as a full and open
competition. The formal Request for Proposal (RFP) 5-61742-261 has been
released, and the Government anticipates selection and award in August
of 1999. The option for this extension to NAS5-32340 may be exercised
if there is delay in the expected procurement schedule. This support
is a continuation of specific specialized support performed under this
contract for the past 5 years, and is only intended to continue until
the follow-on contract is competitively awarded. In accordance with
the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible
source, NASA/GSFC intends to obtain these services from AlliedSignal
Technical Services Corporation (ATSC), 1 Bendix Road, Columbia,
