intends to negotiate with and award a contract to Dr. Anne Gershon,
Division of Pediatric Infectious Diseases, Columbia University College
of Physicians & Surgeons. The award will be made on a sole source
basis for professional services for the vendor to perform FAMA assay
tests and provide results to the CDC that can be used for a comparison
study. The purpose of this procurement is to obtain testing and
results from one well standardized serologic test for varicella zoster
(VZ) that the Government can use to compare with results from other
assays. Other that full and open competition is authorized pursuant to
41 U.S.C. 253(c)(1),FAR 6.302-1. The vendor minimum qualifications
include, but are not limited to the following: The Government is
requiring that the vendor have a proven track record in the performance
of fluorescence antibody to membrane antigen assays for the detection
of antibodies to VZV, both in clinical and laboratory-based studies;
the vendor must currently perform VZV FAMA as a part of their
laboratory routine; and finally, the vendor must have extensive
specific experience performing VZV-related studies. Qualified vendors
have 15 days from date of this synopsis to submit a capability
statement delineating their ability to provide these services. Such
qualifications will be used solely for the purpose of determinating
whether or not to conduct this procurement on a full and open
