to comply with the IRS Restructuring and Reform Act of 1998, the
Internal Revenue Service is seeking sources to provide audit services
of life insurance company tax reserves. The vendor must utilize a
Commercial-Off-The Shelf (COTS) software package which is capable of
computing for tax purposes, life insurance reserves for products which
provide term life insurance coverage along with a cash accumulation
feature. The software must be capable of testing the results in
accordance with IRS section 807(d) and section 7702A. When the results
lead to an audit adjustment the program should apply the tax rules
under section 807(f) for changes to the basis of computing reserves.
Because the software must be compatible with hardware and software used
by IRS field auditor, vendors must provide complete specifications on
their software. Vendors must submit capabilities statements which
address their ability to provide the services outlined above including
resumes of life insurance actuaries who would analyze the data
received from the audit. Capabilities statements must be submitted not
later than June 15, 1999 to Internal Revenue Service, A/C
