COMMERCE BUSINESS DAILY ISSUE OF MAY 18,1999 PSA#2348POTENTIAL SOURCES SOUGHT -- BERTHING WHARF (INCR 1), NAS NORTH ISLAND,
SAN DIEGO, CA The subject potential procurement action was previously
described in a Special Notice to the Commerce Business Daily,
submission number 323260, accepted 22 April 1999. The purpose of this
addendum is to further define the source selection criteria, subject to
change, that will be used to determine the best value proposal to the
Government resulting in contract award. Any and all reference to
contract award is subject to the approval of various pending
environmental documents, including a Record of Decision (ROD). The
following source selection criteria, subject to change, will be used to
evaluate offerors' proposals: (1) PAST PERFORMANCE [a] Prime's
experience in the construction of new berthing facilities with high
voltage power, potable water, steam, sanitary sewer, oily waste, fuel,
compressed air, and salt water for deep draft [draft greater than 30
feet] vessels in Seismic Zone 4 in the last 10 years; [b] Prime's
experience in dredging projects in the last 5 years; [c] Prime's
experience in the placement of rock dikes and fill, and fill
densification in the last 5 years; [d] Civil and Structural
Subcontractors' experience in the construction of new berthing
facilities for deep draft vessel in California in the last 10 years;
[e] Subcontractors' experience in the construction of new berthing
facilities' utilities including high voltage power, potable water,
steam, sanitary sewer, oily waste, fuel, compressed air, and salt
water; [f] Subcontractors' experience in dredging projects in the last
5 years; [g] Subcontractors' experience in the placement of rock dikes
and fill, and fill densification in the last 5 years; [h] Prime or
Subcontractors' experience in the creation of environmental habitat
including, but not limited to, shallow water and intertidal mudflat;
(2) TECHNICAL EXPERTISE [a] Qualifications and experience of proposed
Project Manager in the construction of new berthing facilities,
dredging, and fill projects in the last 5 years; [b] Qualifications and
experience of the proposed Superintendent in the construction of new
berthing facilities, dredging, and fill projects in the last 5 years;
[c] Qualifications and experience of the proposed Quality Control
Manager in the construction of new berthing facilities, dredging, and
fill projects in the last 5 years; [d] Plan for minimizing the number
of material and equipment delivery vehicle trips through the City of
Coronado; [e] Plan for minimizing the number of personnel vehicle trips
and parking in the City of Coronado; [f] Plan for compliance, to the
maximum extent practicable, with the City of Coronado Noise Abatement
and Control Ordinance; [f] Proposed subcontracting effort, to include
breakdown of work intended to be subcontracted to Very Small Business,
Small Business, Small Disadvantaged Business, Women Owned Small and
Small Disadvantaged Business; (3) SAFETY [a] OSHA incidence rate for
the last 5 years; [b] OSHA severity rate for the last 5 years; [c]
Experience Modification Rate (EMR) for the state in which the work is
to be accomplished for the current year plus the last 5 years; [d]
Federal, State and Municipal OSHA-type citations for the last 5 years;
[e] Prime contractor's safety and health quality control program; (4)
PRICE. The definitive source selection criteria will be in
Specification Section 00202 of the electronic solicitation package
expected to be at www.efdswest.navfac.navy.mil by 31 August 1999.

awarded, upon receipt of all required environmental approvals, with
