U -- CUSTOM DESIGNED SKILL-BASED DIVERSITY TRAINING FOR LOWER COLORADO REGION EMPLOYEES SOL 99SQ308230 DUE 061199 POC Leslie Leavitt, Contracting Officer, (702) 293-8642, FAX (702) 293-8050 The Bureau of Reclamation, Lower Colorado Region, Boulder City, Nevada has provided Diversity Awareness training to employees and managers over the past year. Our focus now is to move beyond awareness and provide skill-based knowledge and tools to employees. SCOPE/PURPOSE: The purpose is to custom design skill-based Diversity Training for all Lower Colorado Region employees. The work will take place in the Lower Colorado Region, at various locations throughout the Region, including Yuma and Phoenix, Arizona; and Boulder City, Nevada. Audience: The audience is approximately 900 employees (Yuma, AZ:182; Phoenix, AZ:154; Boulder City, NV: 560) Course Dates: First course will be held on or about July 19, 1999, in Yuma, Arizona; subsequent courses to be held by December 31, 1999 in Phoenix, Arizona and Boulder City, Nevada (Hoover Dam and Regional Office employees). Course Length: 4 to 8 hours. REQUIREMENTS:Contractor will be required to design a course to meet the following objectives: To provide participants an understanding of the value of a workforce that includes people of different experiences, ideas, backgrounds, culture, and gender; To provide participants with skills to use in recognizing and responding to individual differences in the workplace; To provide participants with skills to develop effective communication in order to deal with misinterpretations, misunderstandings, and conflict associated with individual differences; To provide participants with skills to develop new norms of behavior to deal with cultural change; To provide participants with skills to learn to listen and provide specific verbal feedback to others. CONTRACTOR QUALIFICATIONS:Contractor will provide Reclamation with instructor's who possess experience in designing and delivering skill-based Diversity training. Submit the following information with your quotation: 1) A course description, agenda, and teaching methodology 2) Available/proposed training dates, class times 3) Minimum/maximum class size 4) Total cost (including course materials) 5) Instructor(s) resume, including name, education, range of experience, and relevant experience 6) Three references of customers whom you delivered training to within the past year 7) Point of contact in your organization Note: Reclamation's Cancellation Policy -- Up to two weeks prior to course commencement, Reclamation reserves the right to advise the vendor when a course must be canceled or rescheduled. This meets Reclamation's commitment and cancels or postpones all costs associated with the course. CONTRACTOR FURNISHED: Contractor will provide course materials, all printed material (participant guide, handouts), training aids, videos, overhead transparencies, markers. GOVERNMENT FURNISHED: Reclamation will provide a confirmation letter prior to delivery of each training class notifying contractor of class date, time, location, administrative instructions, and map to the training site. The class date and time will be coordinated by the Contracting Officer's Representative (COR) with the contractor. The training site will be arranged by the COR. Special equipment needs, such as overhead projector, screen, and flipcharts, will be provided by the Government and coordinated by the COR. When the Contractor is required to travel to a site, Reclamation will reimburse the Contractor for actual costs including airfare, hotel/motel, rental car, fuel, and taxi/shuttle (receipts required with invoice); Reclamation will also reimburse for M&IE (receipts not required); the COR shall review all travel expenses using the Federal Travel Regulations (FTR) as a guide to determine the reasonableness of travel expenses. SELECTION CRITERIA: This procurement will be a best value based on experience of the company and qualifications of instructors. Complete evaluations factors will be provided in the RFQ.
