This is a modification of a previous synopsis, which appeared in the CBD on April 12, 1999. The solicitation number has changed from N68711-99-B-2501 to N68711-99-R-2501, indicating that this will now be a negotiated procurement. ATTENTION 8(A) FIRMS: THIS PROPOSED CONTRACT IS SET-ASIDE FOR 8(A) CERTIFIED FIRMS IN THE SOUTHERN CALIFORNIA REGION (Certified with the U.S. Small Business Administration (SBA)). It is the intent of this solicitation to obtain a multi-trade construction contract for Naval Air Facility, El Centro, California, to include furnishing all management, supervision, coordination, labor, transportation, equipment, and materials for miscellaneous repairs, construction, alterations, equipment installation, and incidental related work needed to maintain the base. The Contractor shall be responsible for planning, scheduling, service writing and quality control. Contract duration is one year with two possible option periods, each lasting a maximum of one year or until the maximum dollar amount for each period of the contract is reached. Work is issued on delivery orders; the minimum guarantee is $5,000 per period. The maximum estimated amount of work is between $500,000 and $1,000,000 per period. Contractor must be able to accept a Government Credit Card for any work under $2,500 in lieu of issuing a delivery order and as a method of payment. Work will be subject to the Davis Bacon Act labor wages. This is an 8(a) competitive solicitation open to all 8(a) contractors, with SIC 1542 among their approved SIC'S, in the Southern California Region. The solicitation package will be available on or about June 15, 1999. In accordance with FAR 5.102(a)(7), availability of the solicitation will be limited to electronic medium; solicitation will be available for downloading free of charge via the Internet World Wide Web on the Electronic Solicitation page accessed at http://www.efdswest.navfac.navy.mil, referred to as the EBS site. This solicitation is a best-value procurement for a Firm-Fixed Price contract. The proposal shall include a price proposal and a technical proposal. The evaluation criteria are as follows: 1) Past-performance; 2) Overall understanding and approach; and 3) Price. Award will be based upon best value to the Government. Price and technical factors are approximately equal in weight. The response time required by FAR 5.203 begins on the date of issuance of the solicitation on the electronic bid site. Electronic solicitation packages will only be available at the EBS site, no paper copies will be provided. All prospective offerors must register as plan holders on the EBS Web Site for this project. Plan Centers are also required to register. Plan holder lists will not be faxed and will only be available at EBS site. The Official Plan Holders list will be maintained on, and can be printed from, the EBS site. All requests for specifications must include (1) complete solicitation number and project title and (2) name, address, and phone number of company, email address, and other information as requested on the form. A pre-proposal conference with a site visit is tentatively planned for June 24, 1999 -- no other site visits will be allowed or conducted -- and registration for the pre-proposal conference/site visit must be done on the EBS website for this solicitation. Notification of any changes (amendments) to the solicitation will be made only on the EBS. It is the offeror's responsibility to check the EBS for any posted changes.
