This is a Pre-Solicitation Notice: The Department of Navy (DON) intends to issue a Request for Proposals (RFP) for the Repair/Paint VLF Towers (Phase II) at the Naval Computer and Telecommunications Station, at Cutler, ME. Proposals will be evaluated on the basis of the following evaluation factors: 1) Price and 2) Technical factors including a) Past Performance; b) Technical Experience and Expertise, c) Environmental Control and d) Safety Plan. The work includes the removal of lead and PCB containing paint, grating, bolts, railings, obstruction lights, beacon lights, controls, conduit and wire from eighteen existing VLF towers and counterweight towers which range from 200 to 979.5 feet tall; the provision of paint, grating, bolts, miscellaneous structural repairs, railings tow boards, obstruction lights, beacon lights, controls, conduit and wire for eighteen existing VLF towers and counterweight towers which range from 200 to 970.5 feet tall and incidental related work. The project is estimated at between $1.0 million and $5.0 million dollars and will include three options each estimated between $1.0 and $5.0 million dollars. Estimated contract award date is September 1999 and the estimated construction start date is May 2000. The SIC Code is 1623 and the size standard is $17.0 million are applicable to this contract. The estimated issued date for the receipt of proposals package is 18 June 1999 and the estimated date for receipt of proposals is 20 July 1999 at 4:00 p.m., at Northern Division, Naval Facilities Engineering Command, 10 Industrial Highway, Mail Stop #82, Lester, PA 19113-2090.
