14 -- IMPROVED BRADLEY ACQUISITION SUBSYSTEM (IBAS) FULL RATE PRODUCTION (FRP) REQUIREMENT SOL DAAH01-99-R-0323 DUE 081699 POC Leslie Lancaster 256-876-3222, Contract Specialist; Sandra Byars-Smith 256-876-4201, Contracting Officer Improved Bradley Acquisition Subsystem (IBAS) Full Rate Production (FRP) Requirement. The U.S. Army is contemplating a limited competition, split-buy of 48 IBAS FRP units between Raytheon Systems Company (RSC) and DRS Corporation for fiscal year 2000. The IBAS FRP quantities will be awarded on a best price split basis of 70/30, 60/40, or 50/50 between RSC and DRS. The IBAS FRP Requirement will contain both classified and unclassified data and data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C. Sec 2751 et seq) or the Export Administration Act (Title 50, U.S.C. Appr 2401-2402). Foreign industry may participate at the subcontractor level in relation to the IBAS RFP prime contractor(s). Subcontracting opportunities must be arranged between the prime and any potential subcontractors. Foreign industry and/or non-U.S. citizens desiring a copy of the releasable portion of the request for proposal (RFP) MUST submit an official request through their respective embassy, Washington, D.C. to HQDA, ATTN: DAMI-POC. Foreign-owned, controlled, or influenced (FOCI) entities desiring a copy of the releasable portions of the IBAS FRP RFP MUST submit an official request to the U.S. Army Aviation and Missile Command, ATTN: AMSAM-SI-CI-TF, Redstone Arsenal, AL 35898; however, release is not guaranteed. Request from foreign industry and/or FOCI entities received by any other means will not be honored. Because this RFP contains SECRET data, it will not be issued to anyone not holding a SECRET Facility Clearance and therefore you are requested to provide a CAGE Code with your request for the RFP.
