Lockheed Martin Idaho Technologies Company (LMITCO) is seeking a written indication of interest from potential subcontractors who are capable of providing Depleted Uranium (DU) Derby and low carbon DU billet material. The subcontractor provided DU Derby will be blended by the subcontractor with recycled DU from LMITCO's operation to produce billets. The subcontractor will be responsible for providing approximately two and one half to three million pounds of DU Derby over the life of the subcontract. The Derby will be produced from Government Furnished Material (GFM) Uranium Tetraflouride (UF4 )and/or Uranium Hexaflouride (UF6) or other sources. Billet production will be approximately 1 million pounds of DU per year. Subcontract duration is anticipated to be approximately 5 years. The subcontractor(s) may be required to produce Derby from UF4, DU billet from Derby and recycled material, UF4 from UF6 or any combination of these production steps. The specifications for the derby and billet material will include details on chemical composition (maximum ppms for trace elements), dimensional tolerances, inclusions, internal voids, surface condition, workmanship, cleanliness and manufacturability requirements. LMITCO will provide chemical analysis on the GFM but it will be the subcontractor's responsibility to meet the final material specifications. Potential subcontractors must be licensed by the Nuclear Regulatory Commission (NRC) and hold all necessary environmental permits, as well as have established Quality Assurance and Security & Safeguards programs, including stringent material storage and transportation requirements. Potential subcontractors must either have in place, or have the ability to put in place, security systems necessary to meet the requirements of Department of Energy (DOE) Manual 5632.1c for a National Security Information Special Access Program. Potential subcontractors cannot be foreign-owned in accordance with DOE Order 470.1. In addition, potential subcontractors must also be able todemonstrate financial stability. LMITCO's preference is for a single subcontractor to provide all services and product, although a team approach will be considered. In addition, LMITCO has some interest in a subcontractor who has the capability and flexibility to provide billet from either UF4 or UF6 GFM. Potential subcontractors should also provide information regarding any UF4 material they possess which may be available for processing. LMITCO will be issuing a Request for Proposal (RFP) for this work approximately July 1999. The anticipated award of the subcontract will be approximately November 1999 with the delivery of first articles for testing no later than April 2000. Billet deliveries are expected to start approximately January 2001. This Request for Interest (RFI) will close to response 30 days after publication.
