Armaments Command, Armament Research, Development and Engineering
Center (TACOM-ARDEC), Picatinny Arsenal, NJ, has a requirement for the
design, integration, and fabrication of an ER fluid recoil control
mechanism for a 155mm towed howitzer testbed, as well as the design of
a lightweight structure using isogrid technology for construction by
the Government of a new 155mm howitzer testbed. This procurement will
be on a sole-source basis to General Atomics, 3550 General Atomics Ct,
San Diego, CA 92121-1194, pursuant to the authority of 10 USC
2304(c)(1) as implemented by FAR 6.302-1(a)(2)(ii), only one
responsible source and no other supplies or services will satisfy
agency requirements. Award to any other source would result in
substantial duplication of cost to the Government which cannot be
recovered through competition. This action will be accomplished by
means of a modified form of alpha contracting: No solicitation will be
prepared; a model contract will be initiated by the Government and
developed through a teaming approach with General Atomics.The initial
SOW and Contract Data Requirements List will be posted at the
TACOM-ARDEC website, http://procnet.pica.army.mil on or about 1 June
