PROVIDING A PORTABLE RANGE INSTRUMENTATION SYSTEM INCLUDING HARDWARE AND SOFTWARE CONFIGURED TO ASSIST IN THE MANAGEMENT OF COMBAT TRAINING EXERCISES FOR DOE COURIERS. The US Department of Energy, Albuquerque Operation Office, intends to issue a Request for Proposals for the acquisition of a portable range instrumentation system consisting of hardware and software configured to assist in the management of combat training exercises for the DOE couriers. The players are equipped with a man-worn subsystem which provides direct fire simulation and contains an integrated differential global Positioning System (GPS) receiver and a range telemetry transceiver. Vehicles and other exercise equipment will be equipped with a range instrumentation package which will provide integration into the system. Players and vehicles shall be assigned unique Player ID (PID) codes. The base station system consists of a portable computer for command and control, a portable computer for exercise display and review, a deployment time of 30 minutes and is capable of operation in any vehicle. The base station system provides the operator interface to monitor and control all integrated componentsduring exercise play, performs real-time data collection, maintains and displays player position, engagement events, and status, calculates and imposes effects of area weapons systems, stores exercise history, and displays exercise history for after-action review. The system requirements are organized into the following categories: 1) man-worn subsystem; 2) vehicle range instrumentation subsystem; 3) base station subsystem; 4) common equipment ; 5) environmental requirements; 6) system documentation; 7) training; and 8) deliverable items. A firm-fixed-price contract is anticipated. Two synopses were issued in 1998 and it has been determined that only one responsible source will satisfy the agency requirements. This requirement has been sole sourced to Lockheed Martin Information Systems, Electro -- Optical (bought out Loral). The 3rd Generation MILES player equipment required for this procurement will integrate with the existing equipment currently used by the DOE couriers in their training exercises.
