S -- PRIVATIZATION OF U.S. ARMY-OWNED POTABLE WATER DISTRIBUTION SYSTEM, VARIOUS MILITARY INSTALLATIONS, ISLAND OF OAHU, STATE OF HAWAII DUE 070199 POC Mr. Steven S. Umeda, Contract Specialist, (808)438-6535, x186 or Ms. Christine Mendes, Contracting Officer, (808)438-6535, x201 Negotiations will be conducted with the Board of Water Supply, 630 South Beretania Street, Honolulu, Hawaii on a sole source basis, to privatize the U.S. Army owned potable water system which provides water utility service on military installations on the Island of Oahu, State of Hawaii. The scope of this initiative involves the purchase, ownership, maintenance and operation of the entire water system, to provide pumping, treatment, storage and distribution of water to facilities on the various military installations. The water utility system consists of many separate and distinct systems. These are Aliamanu Military Reservation, Fort Shafter, Tripler Army Medical Center, Fort DeRussy, Schofield Barracks, Wheeler Army Airfield, Helemano Military Reservation, Dillingham Military Reservation, Makua Military Reservation, Field Station Kunia and Waianae Army Recreation Center. The Board of Water Supply currently provides potable water service, and has emergency connections to provide back-up potable waterservice as noted in the following. The Aliamanu Military Reservation water system is supplied from Navy Public Works. The system serves 699 facilities, one pump station, has 142,662 LF of distribution system piping and has three water storage tanks with a capacity of 950,000 gallons. The system uses an average of 1,000 Kgal/day. The Fort Shafter water system is supplied from two Army wells with a rated capacity of 1872 Kgal/day. The system serves 365 facilities, has three pump stations, provides chlorination and fluoridation of the water, has 685,191 LF of distribution system piping and has four water storage tanks with a capacity of 1,650,000 gallons. The system uses an average of 800 Kgal/day. An emergency connection to the Board of Water Supply system is available. The Tripler Army Medical Center water system is supplied from two Army wells with a rated capacity of 3744 Kgal/day. The system serves 82 facilities, has one pump station, provides chlorination and fluoridation of the water, has 206,074 LF ofdistribution system piping and has two water storage tanks with a capacity of 1,000,000 gallons. The system uses an average of 300 Kgal/day. An emergency connection to the Board of Water Supply system is available. The Fort DeRussy water system is supplied from the Board of Water Supply. The system serves 8 facilities and has 17,430 LF of distribution system piping. The system uses an average of 200 Kgal/day. The Schofield Barracks Military Reservation water system is supplied from four Army wells with a rated capacity of 8020 Kgal/day. The system serves 1550 facilities, has five pump stations, provides chlorination and fluoridation of the water, has 744,458 LF of distribution system piping and has five water storage tanks with a capacity of 4,235,000 gallons. The system uses an average of 4000 Kgal/day. An emergency connection to the Board of Water Supply system is available. The Schofield Barracks system serves Wheeler Army Airfield, Field Station Kunia and Helemano Military Reservation. The Wheeler Army Airfield water system is supplied from the Schofield Barracks system. The system serves 428 facilities and has 124,599 LF of distribution system piping. The Helemano Military Reservation water system is supplied from the Schofield Barracks system. The system serves 174 facilities, has 61,962 LF of distribution system piping and has two water storage tanks with a capacity of 100,000 gallons. The system uses an average of 133 Kgal/day. The Field Station Kunia water system is supplied from the Schofield Barracks system. This installation is not metered separately and consumption is a part of the Schofield Barracks quantity. The system serves 11 facilities, has 5,240 LF of distribution system piping. The daily use is included with the Schofield Barracks Military Reservation daily usage. The Dillingham Military Reservation water system is supplied from the Board of Water Supply. The system serves 26 facilities, has one pump stations, 39,766 LF of distribution system piping and has one water storage tank with a capacity of 100,000 gallons. The system uses an average of 5 Kgal/day. The Makua Military Reservation water system is supplied from the Board of Water Supply. The system serves 3 facilities, has 33,473 LF of distribution system piping and has one water storage tank with a capacity of 30,000 gallons. The system uses an average of 10 Kgal/day. The Waianae Army Recreation Center water system is supplied from the Board of Water Supply. The system serves 48 facilities and has 11,446 LF of distribution system piping.
