Guard Bureau/USPFO for Missouri intends to issue a solicitation to
provide Training Support Services for the National Guard. These
services shall include: Section One: Training Management Services: This
includes financial management and funds tracking procedures, including
operational plans for the receipt, inspection, maintenance,
accountability, storage and issuance of Army equipment, operational
plans and procedures for operation facilities at various installations
supporting training simulations, equipment fielding, Distributed
Learning and Total Army Schools System (TASS). Assist in the planning
and logistics of conferences including local, remote, teleconferences,
nationwide, and/or global and presentations; operational and readiness
reporting for training activities at the installation level, inspection
of unit training procedures; operations training libraries; development
of operational plans and procedures for operation of contractor
training facilities at institutions; development of planning documents,
studies, demand analysis of various programs, reports, and/or briefing
charts, and production schedules. Section Two: Training Services
Support: Provide comprehensive training, training assessment, design,
development, delivery and support services that serve to produce
individuals with the requisites skills, knowledge and abilities (SKA)
to effectively perform critical sections to the desired standards;
Perform analysis and define requirements relating to all aspects of the
Training Assessment, Design, Development, Delivery and Support
(TADDDES) function, in accordance with the Systems Approach to Training
(SAT), to include but not limited to the following activities: perform
functional and positional analysis, prepare inventory of relevant
tasks relating to specific functions or positions; prepare inventory of
relevant tasks relating to specific functions or positions; organize
and facilitate conduct of task selection boards to validate and
prioritize tasks; design life cycle training curricula, match tasks to
performance conditions and standards; conduct skill perishability
analyses; identify Terminal Learning Objectives (TLO) and outcome
measurements, to include development of test materials and
hands-on-evaluations; design overarching training curricula and develop
specific Programs of Instruction (POI) within the context of a life
cycle training management approach. Section Three: Training
Automation/Help Desk Support Services: Provide planning, analysis,
troubleshooting, integration, acquisition, installation, operations,
maintenance, training, documentation, and administration services for
training, readiness and operations office automation systems. Maintain
a support facility designed to provide assistance and help to users,
including personalized assistance, telephone assistance, limited
training, etc.; Collect statistics on hardware, software and system
problems, security incidents, maintenance service calls; Centralized
administration of software licenses, including dynamic allocation. It
is anticipated that multiple awards will be made using various contract
types (base plus 4 option years) and solicited under full and open
competition with some set-asides (if the government determines there is
adequate 8A and small businesses sources to meet the requirement). This
notice is not a request for proposal, but is a market research
announcement to determine if there are potential 8(a) and small
business sources for this requirement. The evaluation of responses to
this Request for Information (RFI) will be based on the ability of the
respondent to satisfy the governments requirement. The government will
not reimburse the respondent for any costs associated with information
submitted and is under no obligation to award any related contract
with this RFI. Interested 8(a) and small business sources are requested
to e-mail their interest and qualifications to berningk@ngb.ang.af.mil.

Support Services as the title of the e-mail. Phone calls will not be
accepted. It is the potential offerors responsibility to monitor these
