CBD published on 9/18/96, the Naval Sea Systems Command (NAVSEA)
intends to negotiate a sole source contract with a team consisting of
Raytheon Systems Company, Naval & Maritime Systems, Portsmouth, RI and
Lockheed Martin Tactical Defense Systems, Manassas, VA to develop the
Integrated Combat Weapons System (ICWS). The ICWS shall be an upgrade
to and an integration of the following US Navy MCM and MHC platform
systems: (1) AN/SQQ-32 Minehunting Sonar; (2) the AN/SLQ-48 Mine
Neutralization System (MNS); and (3) the AN/SYQ-13 and AN/SSN-2
Navigation, Command and Control System. Coordination with the current
OEMs and Navy activities (JMCIS, RADARS, BFTT, and MCS) is required to
integrate the upgrades to the legacy systems to an open systems
architecture. The ICWS shall maximize the use of common COTS designs
for all systems, thus providing a more fully integrated mine warfare
platform with a lower overall life cycle cost. The ICWS shall address
the identical operational requirements of the existing systems and will
ensure the same system effectiveness, availability and supportability.
The Government expects to achieve significant life cycle cost
avoidance. The ICWS shall be robust and shall be more easily configured
for other operational needs as requirements may be defined in the
future. The Government intends to award a sole source contract pursuant
to 10 U.S.C. 2304(c)(1) because the Raytheon/Lockheed Martin team is
the only known entity with the requisite knowledge of U.S. Navy mine
warfare sonar systems, mine engagement systems, mine ship navigation
and command and control systems and ship systems integration
capabilities to perform the required combat system integration effort.
No other sources have the technical qualifications and the necessary
resources to perform the work described herein, nor will any other
services satisfy the Navy's requirements. Companies interested in
