that can provide a 270 V, 270 A DC power supply with a 30 Volt, 10 Amp
DC interlock with common return. The power supply will be used to
support F-22 Ground testing at the Benefield Anachoic Facility (BAF),
located at Edwards AFB, CA. The following equipment items are part of
the system and are necessary to support the F-22 requirements:
HARDWARE: (1)One- Aircraft Power Supply with 270 V, 270 A DC power
supply, 30 Volt, 10 Amp DC interlock with common return, EMI shielded
cabinets and 270 VDC on/off/reset control. (1)One- Aircraft Cable,
150ft in length, low inductance 270 V, 270 A, Single layer overbraid
armor shield, 85% optical coverage, 30 degrees +/-5 degree braid angle,
conductors to be multiple strand 26-28 AWG tinned copper, 360 degree
braid termination scheme and strain relief at power supply, 6 inch
braid ter mination and strain relief at line conditioner. (1)One- 270
VDC Filter Conditioner; 12,000 uf filter conditioner, Bleeder resistor
and solid state charging switch, Output voltage of 25 V or less within
20 sec of removal of power, Expansion capacity to add future
capacitors. Interface to Aircraft receptacle, 15-ft pigtail aircraft
cable from line conditioner to aircraft receptacle, 90 degree mating
angle at aircraft receptacle. DRAWINGS: Preliminary Design Review
Mechanical and Electrical Drawings, Critical Design Review Mechanical
and Electrical Drawings. TESTING: System Production Tests; System EMI
tests ( in a certified test lab environment at 15% and 100% load),
RE102, Radiated Emissions at Air Force limits of 2MHz 18GHz, RE103
Radiated Susceptibility at 10 V/m, 30 MHz to 18Ghz, EMI test report Mil
Std 831 to include a minimum of one photograph of each test set up,
test at two modes of operation. ELECTRICAL COMPATABILITY SYSTEM TESTS:
Provide DC loadbank for preliminary power checks. EQUIPMENT
INSTALLATION: Contractor shall provide direction and details for
installation to electrical contractor. COMMISIONING AND TRAINING:
Factory test Engineer to commission DC po wer supply, provide field
test report and provide training as required. DOCUMENTATION: Contractor
shall provide Operations and Maintenance Manuals. Interested
contractors must be able to demonstrate technical expertise in the
design and manufacture of power supplies to meet the Government's
requirements. The Required Delivery Date is 1 Feb 00. The proposed
contract action is for supplies for which the Government intends to
solicit and negotiate with only one source under the authority of FAR
6.302-1. Interested persons may identify their interest and capability
to respond to the requirement. This notice of intent is not a request
for competitive proposals. However, all information received by 31 May
1999 will be considered by the Government. A determination by the
Government not to compete with this proposed contract based upon
responses to this notice is solely within the discretion of the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
procurement. Firms responding must identify their company's business
size and category (i.e., SB, SDB, WO, etc). This information must be
