for Quotation (RFQ) for UHB Drive Rig Instrumentation Tube:
Instrumentation tube and 150-channel slipring. The wiring tube assembly
is required to spin up to 20,000 RPM without adding any imbalance to
the turbine drive rig assembly, or adding any strain to the soldered
wire connections on both ends of the the tube. On the forward end of
the assembly the wiring harness is terminated to a 104 pin female
mating connector, which is potted into the tube. This provides the
interface with the dynamic balance through an existing dynamic
transition connector assembly. On the aft end of the the tube assembly
the wiring harness is transitioned through a quill shaft to the
slipring interface connector. In addition to the 104 channels, which
originate from the front connector, there is an additional 40 channels
added in the turbine assembly section to accommodate strain gages from
he turbine rotor blades. SPECIFICATIONS: INSTRUMENTATION TUBE:

conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC
intends to purchase the items from International Instrumentation, Inc.
P.O. Box 153, Bunn, NC 27508. International Instrumentation Inc,
formerly called Quality Aero Technology (QAT) originally designed and
built the instrumentation assembly, which includes the the
instrumentation tube and the 150-channel slipring. The instumentation
tube is a replacement part for an exisiting turbine drive rig assembly.
This turbine drive rig is used in the 9x15 Low Speed Wind Tunnel to
power various fan models to speeds up to 17,000 RPM and 5,000 SHP. The
instumentation tube assembly is designed to transition signals from
the dynamic (spinning) part of a model to a 150-channel slipring at the
aft end of the drive rig so that the rotating information can be
processed. THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION is 10
U.S.C. 2304(c)(1). The Government intends to acquire a commercial item
using FAR Part 12. Interested firms have 10 days from the publication
of this synopsis to submit in writing to the identified point of
contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 10 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are acceptable in response to this
notice. All responsible sources may submit an offer which shall be
