The National Institutes of Health intends to negotiate, on a sole source basis, with Siemens Building Technologies, Landis Division, 6901 Muirkirk Meadows Drive, Beltsville, Maryland 20704, for Siemens' Direct Distributive Digital Control System. The aforementioned Siemens system is installed in all buildings on the National Institutes of Health (NIH) main campus and NIH buildings located at other sites. The required supplies and services are proprietary, and commercial as defined in FAR Part 2. The total contracted dollar amount is not expected to exceed $7 million. A one-year firm fixed price type contract with four option years is contemplated. Siemens Building Technologies is the only known source capable of providing the required supplies and services. This action is under the authority of 41 U.S.C. 253 (c) (1), as set forth in FAR 6.302-1 and HHSAR 306.302-1. Only one responsible source and no other supplies or services will satisify agency requirements. Interested parties may identify their capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 15 days after publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
