for Quotation (RFQ) for Evaluation of Sheet Gamma TiAl for Application
as Thermal Protection System in Reusable Launch Vehicles Conduct
microstructrual characterization of low cost processed XD gamma TiAl
sheets (Ti-47Al-2Nb-2Mn-0.8vol% TiB2) Optimization of process
parameters for brazing of gamma sheets with TiCuNi 70 filler alloy and
diffusion bonding of gamma sheets Conduct hot forming of sheets into
corrugations followed by brazing/diffusion bonding of these
corrugations to a face sheet to form a subelement(decision on exact
configuration will be made after consulting with NASA) This procurement
is being conducted under the Simplified Acquisition Procedures (SAP).
NASA/GRC intends to purchase the items from Pratt & Whitney (P&W),400
Main Street, East Hartford, CT 06108 THE AUTHORITY FOR OTHER THAN FULL
AND OPEN COMPETITION is 10 U.S.C 2304(c)(1), only one responsible
source and no other supplies or services will satisfy agency
requirements. These sheets areprocessed by two methods: powder
metallurgy (P/M) and ingot metallurgy (I/M) methods. Both these
processes are expensive. under the EPM/Nozzle program an alternative
rolling method was developed by P&W and Plansee, Austria in which cast
gamma TiAl plates were directly rolled into thin sheets at elevated
temperature. An estimated cost reduction by 35% is sprojected over the
conventional P/M and I/M methods. This alternative process termed low
cost process. Although the low cost process has been demonstrated for
a nuumber of gamma TiAl alloys, only limited microstructural and
mechanical property evaluations were made on these materials. The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. Interested firms have 10 days from the publication of
this synopsis to submit in writing to the identified point of contact,
their qualifications/capabilities. Such qualifications/capabilities
will be used solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. Responses received
after the 10 days or without the required information will be
considered nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are acceptable in response to this notice. All responsible sources may
submit an offer which shall be considered by the agency. OMBUDSMAN
