The Federal Highway Administration has a requirement to conduct
research on a study entitled,"Determination of Minimum In-service
Levels of Retroreflectivity for Overhead Signs and Street Names." This
study shall complement the existing research in the area of minimum
retroreflectivity guidelines for shoulder mounted signs by establishing
further recommended guidelines for overhead signs and street name
signs. The recommendation should be supported by past scientific
research, current analytical tools and sound engineering principles. In
order to facilitate this type of effort the contractor must have
in-depth knowledge of the minimum required sign
retroreflectivity/brightness as well as have access to past research.

awarded on an unrestricted basis. An award of a purchase order will be
made to the responsible offeror whose offer is most advantageous to the
government. Bids will be due on June 17, 1999. Anticipated Award date
