Department of Education(ED)intends to award a contract to the Center
for Applied Linguistics(CAL)for the development of a computerized
assessment of the Basic English Skills Test(BEST). This assessment
would measure oral language proficiency of non-native speakers of
English. The proposed contractor has the unique qualifications to
develop a revised, computerized version of the BEST because it created
the original test in 1984,and has access to all test specifications
and proprietary data. In accordance with FAR 6.302-1, a Justification
For Other Than Full and Open Competition(JOFOC) has been certified,
justified, and approved for the Center for Applied Linguistics. This
requirement will be accomplished through Simplified Acquisition
Procedures under FAR 13. If no affirmative responses are received
within 15 days from the date this synopsis is published, the
Contracting Officer will proceed with the acquisition to the Center for
Applied Linguistics. No solicitation is available. Closing date is June
