(NAVAIR) intends to issue a delivery order against the Lockheed Martin
Aeronautical Systems, Basic Ordering Agreement F09603-97-G-0011 for
engineering services to support the development and integration of a
Department of the Navy (DoN) C/KC-130 Individual Aircraft Tracking
System (IATS). Effective C/KC-130 fatigue and structural management
requires data set development which interrelate structural
configuration, history, usage and analyses for all DoN C/KC-130
aircraft. The combined data sets must create an interactive data base
that contains all information required to forecast Fatigue Life
Expended (FLE) and direct inspections, repairs, and modifications of
aircraft structure(s). This task shall update the NAVAIR Structural
Appraisal of Fatigue Effects (SAFE) system algorithms and history to
account for the new mission profiles and usage history identified
during the Service Life Assessment Program (SLAP) in support of the
development of a DoN C/KC-130 IATS. All responsible sources may submit
a proposal, which shall be considered by the agency. The justification
for other than full and open competition is 10 U.S.C. 2304 (c)(1) as
implemented by the Federal Acquisition (FAR) 6.302-1, Only One
Responsible Source or Only a Limited Number of Responsible Sources. The
intended/approved source for this effort is Lockheed Martin
Aeronautical Systems, Marietta, GA. Lockheed Martin Aeronautical
Systems is the only known source in possession of the proprietary C-130
engineering data base and personnel experienced in C-130 Damage
Tolerance Assessment (DTA), C-130 inspection tracking, and knowledge of
the service history for C-130 aircraft. See Numbered Notes: 22; 23; and
