of the Deputy Under Secretary of Defense (Acquisition Reform), is
issuing a combined synopsis/solicitation for Commercial Items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; quotations are hereby being
requested and a written solicitation will not be issued. Solicitation

Packages. Requirement: All hardware and software purchased shall be
certified by the Defense Information Systems Agency to securely process
and protect data with a classification of Top Secret/SPECAT System
High. All hardware and software purchased will be referred to as a
Communications Gateway System (CGS) Hardware/software Package. . The
CGS system will become a future bi-directional DMS X.400 interface to
the Pentagon Automated Communication System (PACS) global enterprise
server.These six (6) high volumes, near fault tolerant, store and
processing systems are designed for both the AUTODIN and Defense
Messaging System (DMS) environments. These systems shall provide a
transparent interface between MODE I dial-in and direct connect
customers of the Pentagon Telecommunications Service Center (PTSC) and
the Computer Complex Ritchie (CCR), and provide for automated delivery
across these domains. The systems shall provide an AUTODIN to DMS
interface for the DMS X.400 customers and enable connectivity between
diverse domains, protocols and message formats allowing the PTSC
customers to send and receive record telecommunications from remote and
fixed locations to DMS and AUTODIN domains. The system shall provide an
AUTODIN to SMTP interface, over the NIPRnet or SIPRnet, for SMTP E-Mail
customers to receive AUTODIN messages for the appropriate
classifications. The protocols include Mode-I, Mode-II, and the TCP/TP
SUITE. The formats include JANP128, ACP127, ACP126, DD173, ACP123,
RFC822, and Mil Standard 1832. Equipment offered to satisfy stated
requirements must be capable of being certified (Component Approved
Process) for DMS at time of installation. Vendor must provide for
regularly scheduled hardware maintenance service. Vendor must also
provide for emergency hardware maintenance and repair services on a
seven-day per week, twenty-four hour per day, 365/366-day per year
basis. Vendor must install all hardware and software, and perform a
test of hardware and software after installation at government site(s).
Vendor must also provide the necessary training required for Government
personnel to enable them to obtain the knowledge to operate the
hardware, qualified personnel as instructors, and all training manuals
required. Vendor must provide reference documentation of the hardware
and software installed. Vendor must provide hardware and software
engineering and technical stall capable of supporting installation,
repair and maintenance, and training. Engineering and technical
personnel must possess variable levels of education and skill to enable
them to complete their functions in an exceptional manner. All
engineering and technical personnel must be an U.S. Citizen and possess
a TOP-SECRET security clearance prior to performing any installation,
testing or training functions. APPLICABLE PROVISIONS: FAR 52.212-1,

Option to Extend the Term of Contract, the total duration, including
exercise of any options, not to exceed six years. The government will
award a Firm Fixed price purchase order resulting from this
solicitation to the responsible offeror offering the lowest overall
price. Evaluation will be in accordance with FAR 52.212-2 past
performance and price. The period of performance covered is June 1999
-- June 2000 for the base year, in addition to four option years of one
year duration each. Quotations are to be submitted in the following
format: 12 months X unit price per month = total yearly price for each
line item, and a stated hourly rate for OPPM CLINS. The OPPM CLINS
will be awarded with a government-determined not to exceed amount. No
ORAL, E-MAIL or FACSIMILE quotes will be honored. Responses shall be
submitted, one (1) original and one (1) copy NLT 11:00 noon EST 03 June
