The U.S. Coast Guard intends to procure on an other than full and open competitive basis with Professional Software Consortium (PSC), Inc., 65 Madison Avenue, Morristown, NJ 07960, for continuing software maintenance support of its Integrated Automated Travel System (IATS). The statutory authority is 10 USC 2304(C)(1), as implemented by FAR 6.302-1(a)(2)(iii) _ only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is determined to be available from only one source because of the unique features and the proprietary nature of the software it supports. The IATS is owned by PSC and the Coast Guard is licensed to use the product. The required maintenance support shall include, but is not limited to, providing new releases, updates, documentation and corrections to the IATS software.
