notification of intent to procure on a sole sources basis with Avue
Technologies Corporation for an off-the-shelf software, which shall
include Coho Casting as an optional item, installation, implementation
services, copy license, custom content for clusters, training and
maintenance. Coho is a web-based expert system for classification, pay,
staffing, performance management, and employee development that has
been designed specifically for the federal government. The software
must have the following capability: automates the processes involved in
creating classified positions and provides key documentation related to
the position. Analyzes a position and determines likely relationships
between duties, job classification, compensation level, performance
issues, employee development activities, training, and the recruitment
and staffing criteria necessary to evaluate applicants for the job.
After the analysis is complete, produces a classified Position
Description, Evaluation Statement, Vacancy Announcement, Crediting
Plan, Performance Plan, and Interview Guide. All of the documents
listed are totally integrated. Coho Casting is an optional item under
this requirements. Coho Casting is a web-based expert system that
provides for the intake, rating, ranking, and referral of applicants
that has been designed specifically for the federal government. Each
job position is dynamically built and edited in Coho. After approved,
this position is posted to a centralized web site recruitment page.
Coho also simultaneously builds a custom job application based on the
specific requirements of the position that applicants will fill-out on
line and submit for rating and ranking. The expert system will review
all applicants and produce a list of qualified applicants taking into
consideration special priorities such as veteran's preference,
eligibility requirements and priority placement programs. Applicant
information is contained in a centralized database and can be queried
by applicant or position identifier. Coho Casting also provides and
applicant supply file to store and retrieve applicants with previously
determined skill sets and competencies for open positions. Included
with the Coho and Coho Casting software packages are customization
toolkits. The toolkits allow the client to customize security
passwords, administer monthly data upgrades, tailor contractor
distributed data, and develop from scratch organization specific
occupational data. Using these toolkits, exiting job descriptions, and
qualification data can be added to Coho occupational data files by the
client. The Coho/CohoCasting/PeopleSoft Interface provides
bi-directional data flow between Coho, Coho Casting and a client's
PeopleSoft HRIS system. Position specific information as well as
applicant selection information can be seamlessly passed to PeopleSoft
using the interface. Coho, Coho Casting and the Coho/Coho
Casting/PeopleSoft interface are provided as an integrated software
package to the federal government. The period of performance shall be
from Date of contract award to September 30, 1999, which will include
four (4) option years for maintenance, installation, implementation,
and training. Interested contractors may submit written response within
10 days after publication of this notice to the Internal Revenue

accepted by facsimiles (FAX 202-283-1533). Oral communications are not
acceptable and will not be considered. No contract award will be made
on the basis of any response to this notice. All responding firms can
request a copy of the statement of work and section B- Supplies or
Services Price/Costs by submitting a written response or faxing to the
above address. All questions must be submitted in writing and received
by facsimile or mail. This is contingent upon the approval of a
Justification for Other than Full and Open Competition, onthe citing
authority 40 U.S.C. 759 (g). This requirement is being negotiated as an
unrestricted procurement. This acquisition has been deemed appropriate
for acquisition streamlining and will be processed using the
simplified procedure's test program for certain commercial items in
accordance with FAR 13.500. Under this test program, a commercial item
acquisition may be acquired using the simplified procedures in amounts
greater than the simplified acquisition but not exceeding $5,000,000,
