NASA/JSC plans to issue a Request for Proposal (RFP) for installation services for an addition to the NASA-JSC owned Clamshell hangar that houses the 377 SGT Super Guppy aircraft. This procurement is to provide all labor, materials, and equipment to install the Government-furnished Clamshell components to enlarge the existing NASA-JSC owned Clamshell hangar, including limited relocation of the hangar. Installation includes 2 additional bays, 1 flat end with roll-up door, 1 clamshell door with electric opening, and anchoring of the complete structure to the existing paving. NASA/JSC intends to obtain the installation services from Contracting, Consulting, Engineering LLC (CCE), under the authority of 10 U.S.C. 2304(c)(1). CCE is uniquely qualified to fulfill this requirement because of its specialized experience in moving, erecting, and installing Clamshell buildings. The Government intends to acquire a commercial item using FAR Part 12. An Ombudsman has been appointed. See Internet Note "B". Interestedfirms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
