Army Aviation & Missile Command proposes to acquire, on other than full and open competitive basis, engineering and technical services in support of Government directed activites. Effort is to procure a technical evaluation of increasing FCR Software/Implementation of Multiple No Fire Zone from 1 to as many as 8. The Government intends to utilize a Time and Material delivery order to contract DAAH23-99-G-0012 D.O. 0003. This is a sole source requirement to Longbow Limited Liability Company, 578 south Semoran Blvd., Orlando FL. Only LBLLC possesses the technical expertise and experience necessary to excute NFZs support for the FCR. Under the authority and Justification for Other Than Full and Open Competition of 10 U.S.C. 2304 (c)(1), only one source or a limited number of responsible sources are able to satisfy agency requirements.
