the purpose of identifying sources available to provide engineering and
technical services in support of Code 33 Platform Integration Division
programs. The purpose of this contract would be to provide engineering
and technical support services to define, design, develop, test,
integrate, install, and deliver Command, Control, Communications,
Computer, and Intelligence (C4I) Systems for Amphibious Warfare
Programs. The major programs serviced under this contract would be the
Radio Communications Systems (RCS) and Ships Signal Exploitation
Systems (SSES). Additional program knowledge required will include, but
not be limited to: Navigation Sensor System Interface (NAVSSI), Global
Command and Control System-Maritime (GCCS-M), Naval Tactical Command
Support Systems (NTCSS), United States Marine Corps (USMC) C4I
requirements and Marine Corps operations, Information Technology for
the twenty-first (IT-21) century initiatives, and Shipwide Area
Network. Functional areas of support would include Program Management,
Systems Engineering, Material Management, Configuration Management,
Logistics Support, Production (including the operation of a Turnkey
Integration Facility (TIF), Shipboard Installation, Shipyard Support,
Training, and Integrated product and Process Development (IPPD).
Respondents should have a working knowledge of Turnkey methodology and
demonstrated experience in system design, acquisition, integration,
testing, shipboard installation, and shipboard test conduct for RCS,
SSES, NAVSSI, GCCS-M, NTCSS, programs and USMC C4I as well as general
knowledge of IT-21 and Shipwide Area Network programs. Respondents
should summarize their experience relative to the listed programs.
Experience summaries should include program name, award date, and
should clearly identify your role as either Prime or Subcontractor.
Experience summaries should be no longer than five pages in length.
Performance of work would take place in the contractor's facility, the
TIF or onboardship. Respondents should have the ability to provide
office space in close proximity to the shipbuilder's facility to
perform shipyard on-site support. Shipbuilders facility will be located
in CONUS. Respondents should describe present and planned facilities
(in close proximity to SPAWAR Systems Center Charleston) -- providing
the following information as a minimum: location, square footage,
percentage available for the management, engineering, administrative,
and technical support personnel anticipated to directly support system
production and integration, whether facilities are under the control
of respondent or other, storage areas, and working spaces that meet the
minimum security requirements for handling of SECRET information;
facilities for report reproduction and graphics/viewgraphs preparation.
Any additional corporate information may be included. This announcement
is only an expression of interest. Future requirements and procurements
are uncertain. The Government does not presently have a requirement and
does not intend to award a contract on the basis of this announcement.
