This is a presolicitation notice regarding a requirement to remove oil
from double-bottom and deep storage tanks and sumps on two merchant
marine vessels, the SS EXPORT COMMERCE and SS BUILDER. Both vessels
have been sold to a shipbreaker; however, no firm date is set for
removal of vessels from the James River. The vessel's hull conditions
are deteriorated though no oil is currently leaking. The requirement
will be to remove all pumpable oil from both vessels, a quantity
expected to total approximately 338 long tons. Pricing will also be
solicited for an option to clean selected tanks. Both vessels are
currently moored in the James River; towing to a pier for performance
of work will be at the offerors choosing. The anticipated acquisition
is UNRESTRICTED; SIC 3731. The estimated cost is between $100,000 and
$500,000. Anticipate issuance of a solicitation on or about 03 June
1999 with proposals due on or about 23 June 1999. Posted 05/18/99
