items prepared in accordance with the format in Subpart 12.6 and FAR
13, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
solicitation number is R1-16-99-489Q and is issued as a Request for
Quotation. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-11.
This procurement is 100 percent set aside for small business, the
standard industrial classification code (SIC) is 7218, Industrial
Launderers. The small business size standard is $10.8 million and 500
persons. Description of Requirements -- This procurement is for
laundering of NOMEX firefighter jeans and pants for the Fire Cache at
the Aerial Fire Depot, Missoula, MT under a requirements type contract
with an option to extend the contract term for two renewal periods.
The contract period will be June 9, 1999 through June 8, 2000. Line
items requiring pricing are: Line Item 1a -- fire shirts for base year
and Line Item 1b -- fire pants for base year; Line Item 2a -- fire
shirts for option year 1 and Line Item 2b -- fire pants for option year
1; and Line Item 3a -- fire shirts for option year 2 and Line Item 3b
-- fire pants for option year 2. Estimated quantities are 12,000 pants
and 12,000 shirts per year. Evaluation of Options (FAR 52.217-5)
applies. Offers should submit pricing for all three years for each item
along with a description of equipment to be used by type and capacity,
a description of technical experience in the type of work considered
in this advertisement, names of references for past performance
history, and years in the business of commercial laundering. The
following technical specifications apply: NOMEX firefighting jeans and
shirts shall be laundered using the following equipment, cleaning
agents, and procedures. A. Equipment. 1. Washing machines shall be
programmable front loading or wash wheel type and should be filled to
2/3 or less the weight of loads recommended by the washing machine
manufacturer to ensure thorough washing and rinsing. 2. Dryers shall be
either tumbling type or wet-to-dry tunnel drying type. B. Cleaning
Products. 1. Detergent should be an industrial formulation such as
those marketed by Ecolab Textile Care, Diversity Fabrilife, U.N.X.,
Inc. or Washing Systems, Inc., or an acceptable equal. 2. Bleach shall
be oxygen based, rather than chlorine based. C. Washing Procedures. 1.
Sort clothing to separate pants and jeans to avoid possible staining of
light colored garments by dark-dyed garments. Do not wash with clothing
other than NOMEX to avoid contamination with lint of flammable fibers.
2. Wash and rinse clothing at temperatures and cycle lengths shown
below, adding chemicals as indicated. 3. To ensure that all traces of
wash chemical alkalinity are neutralized, add sour to the final rinse
cycle. 4. Wash temperatures shall begin at 160 degrees and gradually
cool as shown below. Wash (break) clothing for 20 minutes at 160
degrees after adding 2 1/2 lbs. detergent, flush for 3 minutes at 160

120 degrees, rinse for 3 minutes at 105 degrees, sour for 10 minutes at
cold water temperatures. D. Drying Procedures. 1. Tumble dry -- dry at
exhaust air temperatures between 140 and 160 degrees for 20 minutes.
Adequate tumbling action is necessary for good wrinkle removal;
therefore, tumble dryers should not be overloaded. 2. Tunnel drying --
hang wet garments on hangers, placed on a conveyer, and pass them
through a tunnel containing forced air supplied at 300 degrees. E.
Packaging. 1. Shirts shall be hung and delivered on hangers. Pants
shall be folded and packaged 20 to a bundle. The FAR provision at
52.212-1, Instructions to Offerors-Commercial Items (Deviation for
Simplified Acquisitions) applies to this acquisition. Offers should be
submitted on letterhead stationery and include the minimum information
required under this provision. Offerors may request copies of the full
text of referenced clauses at the contact point shown below. The
provision at 52.212-2, Evaluation -- Commercial Items, is not
applicable. However, quotations received will be subject to the
Simplified Acquisition Procedures, Part 13 of the Federal Acquisition
Regulations, and may be evaluated using price and other factors, such
as successful past performance, technical experience and ability to
meet the Government's needs, and price. Delivery and Acceptance -- The
Government's quality assurance inspections determine compliance with
specifications and provide the basis for payment for accepted services
provided under this contract. These periodic inspections will be
conducted to insure correct folding, cleanliness of laundered items,
and washing and drying procedures at the Contractor's premises. Final
acceptance of laundered items will be performed at the Aerial Fire
Depot. Garments shall be laundered and delivered or ready for pickup
within 3 days or less from date of receipt. Submit a completed copy of
the provisions at 52.212-3, Offeror Representations and
Certifications-Commercial Items, with your offer. The FAR clause at
52.212-4, Contract Terms and Conditions-Commercial Items, applies to
this acquisition. Addendum to FAR clause 52.212-4 follows: (FAR

Permits and Responsibilities. The FAR clause at 52.212-5, Contract

applies to this acquisition. Specifically, the following FAR clauses
