combined synopsis/solicitation for a commercial buy prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only synopsis and solicitation that will be issued.
Proposals are requested in response to this synopsis/solicitation. A
written solicitation will not be issued. Solicitation F29650-99-BA014
is issued as a request for proposals. This solicitation and the
incorporated clauses and provisions are those in effect through Federal
Acquisition Circular 97-11. The SIC code is 3711 and the small business
size standard is 1000 employees. A listing of the Contract Line Item
Numbers (CLINs) and description of services follows: CLIN 0001 Period
of Performance: Base Period: 01 JUN 1999 through 30 SEP 1999. The
contractor shall provide a lease to own one heavy-duty high reach
aerial/ladder truck. The minimum specifications are as follows: The
contractor shall provide a 102 foot low profile, six, fixed cab;
Detroit series 60 470/HD4060 engine; Jacobs engine brake; Allison
HD-4060 transmission; 21,500 pound front axle; 52,000 pound rear axle;
ABS braking system; 200 AMP alternator; Custom aerial body; 1/8_
aluminum construction; Hale 1,250 gallon per minute two-stage pump; 150
gallon poly tank; 102 foot aerial platform with 1,000 pound capacity;
102 foot minimum ladder height; 4 inch piping to waterway with Akron
Monitor MIFT-R nozzle; Breathing air system to platform; Full National
Fire Protection Association Standard 1901 compliance; Intercom system
with 3rd intercom station at the pump station; 1 each 35 foot two
section ladder; 1 each 24 foot two section ladder; 2 each 16 foot roof
ladder;1 each 14 foot combination ladder; 1 each 10 foot folding
ladder; 2 each 6 foot Pike poles with fiberglass handles; 2 each 8 foot
Pike poles with fiberglass handles; 2 each 12 foot Pike poles with
fiberglass handles; 2 each 3 foot Pike poles with _D_ ring handles;
vehicle color red, white with reflective NFPA strip; NFPA approved
warning lights (strobe) on the front, rear, and sides of vehicle;
built-in public address system; highest bbd. Siren available; warning
lights on outriggers; and jump seats to accommodate 1 hour SCBS_s,
exception to driver_s sear. The equipment shall be serviced and
maintained by the contractor for the duration of the lease to own
period. The contractor shall provide all-risk property and liability
insurance policies on the equipment for the duration of the lease to
own period. The contractor is responsible for payment of all applicable
federal, state, and local taxes and any other governmental charges
including sales, use and property taxes for the lease to own period. In
addition, the contractor shall provide specifications for this
solicitation. Basic year price shall include full warranty and all
maintenance at a cost of $__________ for lease with no balloon payment.
Option Period I: 01 OCT 1999 through 30 SEP 2000 Provide leasing of
equipment, warranty and maintenance $________ Option II—for lease
with property owned by USAF at the end of the 3 year term, warranty and
maintenance shall be included for the period of. Award will be made on
the basis of best value to the Government, considering price, company
qualifications, warranty and maintenance agreements. Delivery is FOB
destination. The DO rating is S10. All offerors shall include with
their offers a completed copy of provision 52.212-3, Offeror
Representations and Certifications_Commercial Items (available upon
request). The following clauses apply to this solicitation: FAR
52.203-6 and Alternate I; 52.217-4; 52.217-8; 52.217-9; 52.219-8;
52.212-5; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.222-3; and
