The Navy intends to negotiate a Basic Ordering Agreement on a sole-source basis with AAI Corporation, PO Box 126, Hunt Valley, MD 21030-0126. The Basic Ordering Agreement is for hardware and equipment changes, the evaluation and implementation of product improvements, software programming changes, and special studies and analyses of the Navy's Shipboard System Trainer. The contractor will also provide engineering services and support. This procurement will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the proprietary information of AAI Corporation and the duplicative cost to the Government to utilize another source to satisfy the Government's requirement.
