The U.S. EPA, National Risk Management Research Laboratory has a requirement for expert writing services to prepare a chapter for an upcoming manual on onsite wastewater systems, entitled "Wastewater Onsite Treatment and Disposal Systems". The services shall include production of a draft chapter for peer review and subsequent incorporation of comments into both a final hard copy and specific electronic format. The time of performance is estimated at 23 weeks from the date of the award. The contractor shall review a marked up draft of the chapter (~250 pages) and suggest potential enhancements and/or improvements which could be made, including any page-limit adjustments or other specification revisions, graphical enhancements or other presentation improvements. Upon EPA approval, the contractor shall create a chapter of no more than 80 pages in length which reflects a state-of-the-art presentation of the topics included in the draft. The Contractor shall submit the final report to the PO as: 3 hard copies; 3-1/2 in. Diskettes in Word Perfect 6.1 (text & tables); Graphics shall be in Macromedia Freehand and shall be saved as an EPS and included electronically with the document (Helvetica 8 pt/9pt for graphical text). This acquisition will be processed under FAR Part 13, Simplified Acquisition Procedures. See Numbered Note 26. A detailed statement of work will be issued as an attachment to the Request for Quotation (RFQ). To receive an RFQ, fax or e-mail a request to the POC above no later than 6/4/99.
