The U.S. Environmental Protection Agency (U.S. EPA)requires Technical Support for PM Source Apportionment using Positive Matrix Factorization. EPA will require updated guidance on the capability of existing source apportionment methodologies to identify and quantify the impact of specific source categories to air quality. The contractor shall perform the following specific tasks that are intended to provide EPA with concrete evidence that may (or may not) support the use of source apportionment techniques for assessing specific regulatory questions associated with particulate matter less than 2.5 microns (PM2.5). In conducting this work, the contractor shall be cognizant of the need for an assessment that address multiple spatial (e.g., urban, regional) and temporal (e.g., seasonal, inter annual) scales. Evaluation Criteria: 1) Demonstrated knowledge of Positive Matrix Factorization (PMF) and Chemical Mass Balance (CMB), as used for ambient air source apportionment. 2) Demonstrated experience using PMFin apportionment of sources of ambient air pollutants. 3) Past performance with similar work. 4) Price. The Request for Quotation (RFQ) will be issued approximately June 1, 1999. Quotations will be due approximately June 7, 1999. The SIC code number for the award is 8734 with a size standard of $5M in average annual receipts over the preceding three fiscal years. The award will be through full and open competition. The RFQ and amendments will be available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the RFQ and amendments via Internet. If you will be obtaining a copy of the RFQ via Internet, it will be your responsibility to frequently check the same site where the RFQ is posted for any amendments. Firms who do not have the capability to obtain the RFQ from the Internet, may submit a written request for a copy of the RFQ from the contact point at the address above; however only those firms who do NOT have the capability to obtain the RFQ from the Internet should request a copy of the RFQ.
