exclusively through the World Wide Web. The entire solicitation,
including all plans and specifications, will be available for viewing
and downloading at http://www.efdsouth.navfac.navy.mil/eb/ All
amendments will be posted on the World Wide Web site for downloading.
Prospective Offerors are encouraged to register themselves on the web
site. Registered prospective Offerors will be notified via the World
Wide Web of any amendments. HOWEVER IT IS THE OFFERORS RESPONSIBILITY
TO DOWN LOAD AND ACKNOWLEDGE ANY AND ALL AMENDMENTS. Note Official Plan

820-5926. The proposed project is for environmental services for
operation and maintenance of treatment facilities, long term monitoring
and maintenance of test wells, optimizations of systems, alternations
and repairs of facilities and equipment, and reporting and engineering
evaluation of environmental conditions. The solicitation will be
formatted as a Request for Proposal (RPF) in accordance with the
requirements designated in Federal Acquisition Regulation (FAR) Part
15.1 source selection for negotiated procurements. The Government
intends to award two Indefinite Delivery Indefinite Quantity (IDIQ)
contracts to the responsible Offerors whose proposals, conform to the
RFP and will be most advantageous to the government resulting in the
Best Value continuum, cost or price and other factors considered. This
solicitation will consist of Two (2) Phases. Phase I: Offerors will be
evaluated on (1) Corporate Experience and Past Performance; (2)
Financial and Management Systems; (3) Capability of Key Personnel. The
highest rated Offerors, a maximum of five per region, will advance to
Phase II. Offerors are advised that evaluation of Phase I may be made
withoutany discussions. The government will then request Phase II.
Proposals will be issued as an amendment only to the selected offerors.
Phase II: Qualified Offerors will be evaluated on (1) Management and
Technical Approach and (2) Cost/Price for the seed project for each
Region. The government reserves the right to reject any or all
proposals at any time prior to award, to negotiate with any or all
Offerors, to award the contract to other than the Offerors submitting
the lowest total price, and to award to the Offerors submitting the
proposal determined by the government to be the most advantageous to
the government. Offerors ARE ADVISED AN AWARD MIGHT BE MADE WITHOUT
DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore,
all proposals should be submitted on the most FAVORABLE terms. FIRMS
SUBMITTING PROPOSALS WILL BE NOT BE COMPENSATED FOR PREPARATION COSTS.
As part of the pricing for Phase II, the contractors will be required
to participate with the government in an on-site scope meeting for the
proposed seed projects and all others for subsequent task orders. The
minimum guarantee will be met by issuance of the first seed project in
each region of the two IDIQ contracts. One contract will be awarded
for each of the following regions, Region 1: SC, NC, GA, FL, AL and
Region 2: TX, OK, AK, LA, MS, TN. The states identified are not
intended to be all inclusive and the successful offeror(s) may be
required to support any activity within the Southern Division's AOR or
to meet any Regulatory compliance. The proposed contracts listed
herein are being considered for 100% 8(a) Set-Aside. All interested
8(a) contractors should notify this office in writing, Attn: Code
0232RS of their intention to submit a proposal on the proposed
contracts as Prime Contractor as early as possible but no later than 07
June 1999. This notification must include the name of the firm;
evidence of capacity to perform the proposed requirements; the region
or regions that the firms is interested in; general information which
demonstrates the capability to perform projects of this complexity and
magnitude. Complete information concerning management experience in
similar work and financial status should be submitted with references.
If adequate interest is not received from 8(a) concerns, the
solicitation will be issued on an Small Business unrestricted basis. In
either event, an amended synopsis will be issued indicating set-aside
decision, and proposal due date. Estimated value of each proposed
contract is $4,500,000.00 per year for each region. Estimated duration
of the contract is five years, base year and four option years.
Estimated total value for each contract is $22.500,000. The SIC Code
