Intelligence and Security Command (HQUSAINSCOM) proposes to establish
a 5-year Time and Materials Requirements contract for the effort
entitled "Performance-Based Work Statement for Rapid Labor Service
Support Requirements". A draft performance-based statement of work
(PBSW) was provided to interested contractors at the Advanced Planning
Brief to Industry that was conducted on 11 March 1999. The PBSW for
this effort describes the general tasks, capabilities, and requirements
necessary for the contractor to provide General Engineering, Management
and Operational (1), Information Technology (2), Force Management,
Resource Management (Financial)(3), Contract Management and
Administrative (4) support to INSCOM. It has been determined that the
Government will NOT make multiple awards pursuant to FAR 16.504. The
Government may make several single awards. Estimated Solicitation
Release date is 3 June 1999. IAW FAR 52.219-8 Utilization of Small
Business Concerns, and DFARS 52.219-7003, Small Disadvantaged and
Women-Owned Business Subcontracting Plan, the set-aside for
subcontracting plans is 30%. (See AFARS 19.704). The Government does
not anticipate awarding by functional area and encourages proposals
that provide cross-functional, multi-discipline capabilities. Posted
