This is a Combined Synopsis/Solicitation using FAR Part 12 Commercial
Item Buy no bid packet will be issued. This RFQ is set-aside for Small
Business. The Bureau of Land Management Northern Field Office has a
requirement for Aerial Raptor Surveys in the National Petroleum
Reserve- Alaska (NPR-A). The requirement requires a comprehensive
aerial raptor survey, and to organize the data collected and submit
with a report. No comprehensive survey of cliff-nesting raptors in
NPR-A has been done since 1977(Ritchie, R. 1979. A survey of

Studies of selected wildlife and fish and their use of habitats on and
adjacent to NPR-A, 1977-1978. Vol. 2:USDOI 1979 Field Study 3 NPR-A
105 Land Use Study, Anchorage, Alaska). With renewed interest in, and
planning for development within the reserve, and the delisting of
arctic peregrine falcon in 1994, the BLM needs to renew this effort.
The contractor shall survey the below described drainages, ridges
andexposures for cliff-nesting raptors. This work shall be accomplished
between late June and early August, 1999, using a Supercub or similar
aircraft with a cruising speed of approximately 77 mi/hr (65kt) and
reducing speed to 35-55 mi/hr for nest inspection. The contractor shall
be responsible for procuring the aircraft and pilot. Following the
survey, the contractor shall submit a report, with a database and
results summarized, and meeting the following specification by November
1,1999. The report shall be submitted in both hardcopy and digital
formats. For the latter, WordPerfect, Word or similar software shall be
used for the report and a tabular format such as that provided by Excel
or Quattro Pro software shall be used for data. The BLM shall furnish
aircraft fuel (100LL) in drums, and a hand-pump, at the Inigok and
Ivotuk base-camps in NPR-A. Any other use of the facilities at the
base-camps by the contractor shall be negotiated by the contractor. The
BLM shall pay the contractor 85% of the Total awarded on the contract
upon completion of the surveys and receipt of an interim report with
raw database. The remainder shall be paid upon receipt and acceptance
of final report and database. The BLM shall publish the final report as
a BLM Technical Report. The contractor shall furnish an expert raptor
biologist and required aircraft, pilot and all fuel acquired elsewhere
than Inigok or Ivotuk. The contractor shall be responsible for all
logistic needs of the survey other than the aircraft fuel at Ainigok
and Ivotuk. Basis for award will be decided on the expert level
experience in raptor location and identification from aircraft, based
on past experience, and a solid background in biology of cliff-nesting
raptors and a proven history of competence in studying those species
found north of the Brooks Range in Alaska. The contractor shall have
experience in field work in the climate and remote environments of
Alaska's North Slope, and then price. The SIC Code for this requirement
