purpose of this synopsis is to notify prospective offerors of the
following requirement by the Naval Air Warfare Center, Aircraft
Division, St Inigoes, MD. Although this is a follow-on contract to
N00123-94-C-5201, the type of contract, statement of work and other
pertinent requirements will changed substantially in solicitation
N00421-99-R-1062. The Fleet Area Control and Surveillance Facilities
(FACSFACs) are responsible for managing and controlling airspace in
certain designated Warning Areas, Restricted Areas and Military
Operation Areas. To accomplish these responsibilities, the Navy
utilizes the FACSFAC Air Control Tracking System (FACTS),
AN/FYK-17B(V), FACTS Scheduling System (FACSKED), AN/FYK-23(V) and the
Radar Beacon Data Extractor (RBDX), CV-4346/UPX. Over a period of
several years these three systems and their ancillary equipment have
become operational at the FACSFACs, and other sites which have similar
responsibilities. The contractor shall provide on-site field
operation, maintenance services and on-the job training of the FACTS,
FACSKED, RBDX, and ancillary equipment referred to as FACSFAC systems,
for a period of one year with four one year options to begin 1 Oct 99.
The contractor shall provide fully trained and qualified personnel to
accomplish the operation and maintenance of the FACSFAC systems. The
anticipated Level of Effort is 49,920 engineering technician hours per
year. There are no software programming requirements under this
contract, however a thorough knowledge of "OS-32",the Concurrent
Computer Corporation (CCC) assembly language, is required to interpret
listings for troubleshooting. The contractor shall provide the support
services under this contract at the following sites(including remote
sites): Site Location FACSFAC Jacksonville Naval Air Station

Virginia Beach, Virginia FACSFAC Pearl Harbor Naval Air Base, Pearl
Harbor Ford Island, Hawaii FACSFAC San Diego Naval Air Station, North
Island San Diego, California Naval Air Station Naval Air Station
Pensacola, Florida Naval Air Station Naval Air Station Fallon, Nevada
NAWCAD St. Inigoes Naval Air Warfare Center Aircraft Division St.
Inigoes, Maryland AFWTF FACSFAC Caribbean Naval Station, Roosevelt Road
Cieba, Puerto Rico The anticipated contract will be an Indefinite
Delivery, Indefinite Quantity type contract that will provide for the
issuance of Firm Fixed Price, Level of Effort Term Delivery orders.
Award will be made on a best value analysis. It is anticipated that the
offeror's technical proposal shall be evaluated by the use of an oral
presentation at the Naval Air Warfare Center, Aircraft Division, St.
Inigoes, Maryland in which the offeror's key personnel shall be
required to be present An abbreviated written technical proposal shall
also be requested and evaluated. The contractor shall comply with
Operations Security Requirements (OPSEC) of the Naval Air Warfare
Center, Aircraft Division and follow the local OPSEC plan of each site
being visited. A Secret Facility Clearance is required. The Government
intends to conduct full and open competition for this requirement under
solicitation number N00421-99-R-1062 which will be issued in a draft
RFP on or about 1 Jun 1999. All responsible sources may submit an offer
that will be considered. Parties interested in receiving the

requests will NOT be accepted. ALL responses must provide a return
Internet address including a company name, Post Office mailing address,
company telephone number and company fax number within the body of the
request. Requests without a return internet address, mailing address,
company telephone number and fax number will not be recognized.
Allrequests should reference solicitation number N00421-99-R-1062. The
draft solicitation will be available after 1 Jun 1999 on the Naval Air
Systems Command (NAVAIR) Home page at
http://www.navair.navy.mil/air20/air214/index.cfm . Hard copies of the
solicitation will NOT be provided. Offerors who respond to this
synopsis will be notified via e-mail when the solicitation is released.
The solicitation and all amendments will be posted at the same Internet
site. After solicitation release, propective offerors are encouraged to
regularly access the NAVAIR web site to view amendments. Questions or
requests for clarification resulting from the RFP shall be accepted
ONLY via the three methods described above. In accordance with DFARS
252.204-7004 "Required Central Contractor Registration" contractors
must be registered in the Central Contractor Registration (CCR)
database to be eligible for contract award. Information on registration
