The project is to research legal and historical records which document earliest settlement with livestock use on lands across the Sevier River drainage proximal to the National Forest. Document when livestock grazing began on areas which are now National Forest lands. The outcome of the project would be a comprehensive report which cites and displays reference establishing earliest settlement and livestock grazing dates for designated areas or each "sub-basin". The contractor and report writer must have a Ph.D. or masters degree in history/historical-archaeology, experience in historical surveys with preference given to those demonstrating research experience in the central and eastern Utah area.
