for providing Owner's Guarantee (Insurance) Policies and Continuations
thereof in the form of either interim or final Preliminary Title
Insurance Binders/Policies, Continuations of Title Insurance Policies,
and Final Title Insurance Policies as appropriate for the subsurface
mineral interests either owned by the surface owner or outstanding in
third parties to 176 sections of land in Southern Miami-Dade County
Florida. The land is being acquired by the National Park Service as
part of the Everglades National Park Expansion Project and by the U.S.
Army Corps of Engineers as a part of the Modified Water Deliveries to
the Everglades Project. The land is located in Townships 54, 54 1/2,
55, 56 and 57 In Range 37 East, Tallahassee Meridian and Townships 54,
54 1/2, 55, 56 and 57 in Range 38 East, Tallahassee Meridian. The
preliminary policy/commitment shall identify all current owners of the
subsurface rights, any and all subsurface lessees, and the percentage
or fractional share of all subsurface owners and or lessees. Based
upon information from the National Park Service and the U.S. Army Corps
of Engineers, there were originally in excess of 8,000 separate surface
ownership's in the subject area. The National Park Service and the
Corps have acquired the surface estate to numerous tracts. In some
instances the subsurface estate was acquired also. The Goverrnment will
be able to provide some limited information on the surface and
subsurface ownership based upon final title insurance policies for
surface tracts previously acquired by the Government. The title
commitments/binders shall be based on a thorough search and examination
of the public records affecting the title to the mineral/subsurface
interest and shall contain the legal description as furnished by the
Government. The period of search shall be from the Statehood of the
State of Florida in 1845 to the present. The work shall be done in
accordance with the current applicable United States Department of
Justice Standards and U.S. Army Corps of Engineer regulations. Title
Companies must be approved by the U.S. Department of Justice. Request
potential offerors provide the following information: interest, pricing
information (basis for your estimate and how you would price),
practical delivery information and your firms' capabilities. THIS IS A
REQUEST FOR INFORMATION ONLY. RESPONSES TO THIS NOTICE ARE NOT OFFERS
AND CANNOT BE ACCEPTED TO FORM A BINDING CONTRACT. The U.S. Army Corps
of Engineeers intends to issue a competitive Reqeust for Proposals in
