COMMERCE BUSINESS DAILY ISSUE OF MAY 21,1999 PSA#2351R -- REQUEST FOR INDUSTRY COMMENT ON THE INTEGRATED INSTALLATION
CONTRACT -- DRAFT SOWS AND MISCELLANEOUS ISSUES The accompanying linked
files are provided to industry for general review and comment and
represent the DRAFT Statement of Work (SOW) requirements for the
upcoming Integrated Installation procurement. All firms interested in
this acquisition are invited to review the accompanying documents (see
URL address below for link to Draft Documents) and provide comments in
writing to SPAWARSYSCEN Charleston by 3:00 PM EDT on 28 May 99 (see
e-mail/fax number below). SPAWARSYSCEN Charleston may incorporate
industry comments in part or in whole into the formal Request for
Proposal (RFP). The government is NOT soliciting proposals at this
time. The intent of this Special Notice is to obtain industry comment
on the Draft SOWs and conduct market research for potential offerors.
In particular, SPAWARSYSCEN Charleston is interested in industry
comments regarding: (1) Any areas in the Draft SOWs where the
instructions, terms and conditions, and/or requirements are ambiguous,
unclear, incomplete, or restrictive; (2) Any alternate approaches to
the general format and structure of the draft SOWs; and/or (3) Any
areas where requirements or services in the Draft SOWs can be better
defined or described by commercial practices and result in a lower
price to the government. It should be noted that the attached Draft
SOWs are separated by area, i.e., Shore installations and Afloat
installations. However, it is the government's intent to restructure
these Draft SOWs into a single SOW that combines commonality. These
Draft SOWs are available on the SPAWARSYSCEN Charleston Future
Opportunities Web Site at the URL address noted below. Reference
Solicitation Number N65326-99-R-0568. The proposed procurement is part
of SPAWAR's acquisition streamlining initiatives. The proposed
procurement is intended to result in a ship and shore installation
contract(s) which will assist the government in accomplishing the
objective of integrating and managing all aspects of installations to
achieve maximum efficiency in cost, schedule, and quality of installs.
More specifically, the government's objectives include consolidating
individual installations into integrated packages of installs to take
advantage of economies of scale in the use of contractor-provided
services and minimizing the time required to accomplish installs,
issuing fewer task orders resulting in reduced contractor management
expenses, and reducing travel and per diem through the use of localized
labor forces. As part of market research, interested parties are
requested to provide the following information: (1) Name and address of
firm, (2) Size of business including average annual revenue for the
past 3 years, (3) Ownership: Large, Small, Small Disadvantaged, 8(a),
and/or Women-Owned, (4) Number of years in business, (5) List of
customers within the past 5 years which involved relevant work,
including a summary of work performed, contract number, contract type,
dollar value, and customer point of contact/phone number for each
reference. This market research information is limited to no more than
10 pages of data (total) and should be prepared in a font size of at
least 10 pitch. This procurement is proposed to be conducted under full
and open competition on an unrestricted basis. The proposed SIC Code is
8711 with a size standard of $20M. The proposed contract type is
Indefinite Delivery, Indefinite Quantity, with provisions for
Time-and-Material and Firm Fixed Price orders. The proposed contract
will be for a base year, with four one-year options. The government
estimates that the total contract value will be approximately $500M.
