combined synopsis/solicitation for commercial items prepared in
accordance with Federal Acquisition Regulation Subpart 12.6 for
commercial items as supplemented with additional information included
in the notice. This announcement constitutes the only solicitation;
quotations are being requested and a written solicitation will not be
issued. This solicitation is issued as a Request for Quote.
Solicitation number F05611-99-T-1083. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-11. The Standard Industrial Classification
Number is 8731 and the Business Size Standard is 500 employees.
Offerors must comply with all instructions contained in provision
52.212-1 (AUG 1998), Instructions to Offerors -- Commercial Items. The
proposed contract action listed here is firm fixed price. Small
Business set-aside. Description: Provide instruction for existing
courses in Thermodynamics and Introductory Aeronautics and assist in
department research activities regarding unsteady aerodynamics,
computational fluid dynamics and separation. CLIN 0001, 1 job, 1)
Instruction in Thermodynamics. Contractor will provide instruction
consistent with the existing syllabus for Thermodynamics. Instruction
shall include classroom lectures during assigned meeting times,
administration and grading of examinations and papers as required by
the syllabus. 2) Instruction in Aerodynamics. Contractor will provide
instruction consistent with the existing syllabus for Aerodynamics.
Instructions shall include classroom lectures during assigned meeting
times, administration and grading of examinations and papers as
required by the syllabus. 3) The instructor will provide a course-end
report for both courses in accordance with the standard format in
existence in the Department of Aeronautics. 4) Design and Conduct of
Research in the Aeronautics Laboratory. a.) The Aeronautics Department
Head will assign research duties. b) The contractor will develop a
proposed research structure, to include a plan which will contain a
schedule, objectives, policies and other such matters as the contractor
shall propose for the effective conduct of said research. This proposal
shall comply with the Educational Outcomes set forth by the Dean of the
Faculty and the Department of Aeronautics and with existing operating
instructions within the Department of Aeronautics. c) Contractor will
provide a research report in accordance with the standard format in
existence within the department of Aeronautics. 5) Additional
instruction. During periods in which the contractor is not engaged in
teaching, the contractor shall be available to provide individual
and/or small group instruction to students. The contractor shall be
available to conduct such additional instruction by appointment with
students between 0730 and 1630 hours during the academic semesters for
the term of the contract on days when instruction is being carried
out. The contractor shall not be required to be available on days
recognized on base as federal holidays or other similar "down " days.
6) Provide Scholarship and Conference Counseling and Support. The
contractor will, during the periods specified previously for additional
instruction, provide as required by students, counseling and assistance
in applying for post-graduate scholarships and for acceptance to
academic conferences. The contractor will not be involved in the
decision-making process but will simply provide this support which will
be used by the government to make appropriate decisions. The contractor
will work a 40-hour week. Services will be provided for the period of
1 Aug 1999 through 31 May 2000. 1 Aug 99 -- 30 Sep 99 shall be funded
using FY99 funds. The remainder of the performance period, 1 Oct 99-31
May 00 shall be funded using FY00 funds. Both fund cites shall be
cited on the P.O. Authority to use FY00 funds is accomplished IAW FAR
clause 52.232-18, Availability of Funds. The contractor will work out
of an office in the Department of Aeronautics (DFAN)and in scheduled
classrooms and laboratories at the USAF Academy, Colorado (F.O.B.
Destination). The department will provide secretarial, administrative
and computer support to the contractor. TOTAL PRICE
$__________________________. The Government will award a contract
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The provision at
52.212-2, Evaluation -- Commercial Items applies to this acquisition
with all offers being evaluated against the following factors in
descending order of importance: 1) Technical Capability 2) Past
Performance and 3) Price. Technical capability of the proposed
candidate shall be evaluated by: a) Education. Candidate must possess
a pH D in Aeronautics with expertise in thermodynamics, fluid mechanics
and aerodynamics. b) Ability to effectively communicate in a classroom
environment as demonstrated by student critiques, samples of work
(video or audiotapes), letter of recommendation/evaluation and/or
personal interview. Past performance will be evaluated to determine if
the offeror has a) A minimum of two years of college teaching
experience in Aeronautics at the undergraduate level. Prior experience
in teaching, researching and developing courses similar in content and
scope to those taught herein. b) Experience with military programs,
systems, flying and leadership. c) Experience advising and mentoring
collegiate students or similar experience. D) Price is a consideration.
The vendor will be rated on the above factors. The vendor with the
highest responsible rating and most reasonable price will receive award
(best value). The above information will be submitted with the vendor's
quote. Each offeror shall include a copy of the provision at FAR
