On behalf of the Program Executive Officer Ground Combat and Support Systems (PEO-GCSS), the US Army Tank-automotive and Armament Command, Armament Research, Development and Engineering Center (TACOM-ARDEC) intends to issue a Request for Proposal (RFP) to Metaphase Corporation under the authority of FAR 6.302-1. This procurement is for Term and Perpetual Software Licenses and Software Maintenance of the following proprietary software: Metaphase Product Data Management Software consisting of Aerospace and Defense (Author/Editor/Explorer), Oracle Routine (Author/ Editor/Explorer), Pro/Intralink Interface (Author) and Meta VPMD (Author). The software will be used by the PEO and its PM s as well as other organizations (PM s, CBU s) within the TACOM community. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Government intends to acquire a commercial item using FAR Part 12. Interested firms may identify their interest and capability to respond to the requirement or submit proposals. Responding firms must demonstrate the ability of their products to be fully compatible and be able to utilize the Government-off-the-shelf software customizations currently used by PM Crusader with the Metaphase PDM Software. However, this notice is not a request for competitive proposals. All proposals received by the close of business 30 days after publication of notice will be considered by the Government. Responses received after the above date or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response under this synopsis. Acquisition Streamlining Procedures will include posting the Request For Proposal (RFP) on the TACOM-ARDEC Acquisition Center website located at http://procnet.pica.army.mil.
