99 -- EUTHANASIA, DISPOSAL AND TRANSPORTATION OF ANIMALS AND CARCASSES SOL 57-M-APHIS-99 DUE 052799 POC Jeanne V. Lewis at 612-370-2109 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional formation included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Circular 97-11. The SIC is 0213. The United States Department of Agriculture (USDA) has a requirement for humane euthanasia of infected swine, rendering and transportation in 14 states. STATEMENT OF WORK for Euthanasia and Disposal of Swine in the Accelerated Pseudorabies Eradication Program: In an effort to help pork producers achieve pseudorabies free status and open foreign market opportunities USDA has developed a plan to accelerate the Pseudorabies Eradication Program. Owners of pseudorabies infected herds will be offered a fair market price to voluntarily depopulate their swine herds. These animals will be subjected to humane euthanasia and subsequent rendering. This program is intended to benefit the pork industry by removing pseudorabies infected and exposed swine from the market and reducing the risk of spread of pseudorabies to non-infected herds. The USDA is seeking proposals from slaughter plants for humane euthanasia of swine and for rendering of the carcasses. Euthanasia and rendering of all sizes and ages of swine may be necessary. Swine will be delivered to the slaughter plant at USDA expense. The slaughter plants will be required to: 1. Weigh the pigs as a group from each farm and provide USDA with a scale ticket to document the weight of pigs from each farm. 2. Count the pigs from each farm and report this count to USDA 3. Complete euthanasia of pigs in a humane manner. 4.Render the pigs on-site or arrange for rendering off-site 5.Write a Standard Operating Procedure (SOP) for this operation and present it to the Food Safety Inspection Service (FSIS) for approval The USDA will monitor this operation to ensure that the animals are handled in a humane manner and that the carcasses are rendered. Nationally, the number of pigs remaining to be depopulated may range from 0 to 400,000 depending on the level of producer participation in this program. The animals will be depopulated from June 1999 to September 30, 1999. To be eligible, slaughtering plants will need to be located in or adjacent to the states where the infected herds are located. Infected herds are located in the following states: Iowa, Indiana, Minnesota, North Carolina, Nebraska, Florida, Illinois, Pennsylvania, Michigan, California, South Dakota, Texas, Massachusetts, and Louisiana. PROPOSAL shall include the cost of euthanasia and rendering per head: Line Item 1: Cost per head under 100 pounds Line Item 2: Cost per head over 100 pounds Line Item 3: Additional Cost (Optional) TECHNICAL EVALUATION FACTORS: 1. State the size and age of swine the plant will accommodate 2. State the number of swine the plant will accommodate each day 3. State the hours of the day and days of the week the plant will accept shipment 4. What is the plant holding capacity for live animals off-loaded from trucks. The Contractor is responsible for providing labor, supplies, equipment and material to perform the job. Firm-fixed Price Requirements Contract. The Government reserves the right to make multiple awards; and past performance.
