The Government intends to contract services to inspect approximately 458 Norfolk Island Pine trees various areas, Oahu, Hawaii using simplified acquisition procedures. The contractor shall provide all labor, materials, supervision, equipment,and transportation necessary to inspect Norfolk Pine tree for trunk structural integrity utilizing visual, sounding and drilling methods.Provide a written report for each tree (utilizing tag numbers) by housing area including the following information: 1. Test method used. 2. Height at which test was done. 3. Recommendations whether the tree should be removed explaining the justification (i.e.: infested with termites, structurally weak, to what degree it has been infested) or whether the tree should remain, that it is structurally sound and if fertilization or other maintenance tasks are required to keep the tree in a healthy condition. 4. For all trees that are recommended for removal, prioritize which trees should be removed first based on the degree of internaldamage to the tree, and inability to withstand the forces of nature (e.g., high winds). 5. The report should be submitted in a hardcopy (five copies) and in an electronic format (Excel 97 format) on a 1.44 MB disk. The Contracting Officer will initially provide the awarded Contractor an electronic copy of listing in Excel 97 format. The proposed contract is 100 percent set-aside for small businesses.
